Request for Proposals (RFP) No. RFP–KMI–2024–001

Procurement Review Body Precedence Analysis Tool

USAID KMI will be issuing a Request for Proposals (RFP) to seek proposals with the intention of awarding a subcontract to a qualified local organization to develop an electronic decision analysis module, which would significantly improve PRB’s capacity to maintain consistency in its rulings. By automatically indexing and categorizing past decisions, this module would allow review panels and experts to access relevant decisions quickly and easily from previous cases that share similar legal issues or procurement categories. This would enable panel members to base their decisions on established legal principles and interpretations, reducing the risk of inconsistent outcomes for cases with comparable facts or arguments.

Eligibility: The tendering process is open to all legally registered local firms who want to participate. All legal registered local firms must be able to document their eligibility in participating according to requirement of the request for proposals.

How to Obtain a Tender Dossier: The tender dossier, which includes all the specifications for the services requested, including evaluation criteria, is available by writing to: [email protected] from October 21th, 2024, to November 1st , 2024.

Questions and Clarifications: Offerors must submit all questions and requests for clarifications regarding this RFP in writing via email to [email protected] no later than October 29th, 2024.

All correspondence regarding this solicitation must reference the RFP number in the subject line. No phone calls or in-person inquiries will be entertained.

Offer Deadline: Proposals must be submitted in electronic format to [email protected] ; no later than 16:00 Kosovo local time on November 05th, 2024. Late offers will be rejected except under extraordinary circumstances at DAI’s discretion.
