Furnizimi me tepison për 50 klasa para fillore

në komunat e Kosovës

Ju lusim që të paraqisni ofertën tuaj për Furnizimin me tepison për 50 klasa para fillore në komunat e Kosovës, duke ndjekur detajet në këtë dokument. Ofertat e kompletuara mund të dorëzohen më ose para datës 30.11.2022. Ofertat e vonuara nuk do të pranohen dhe nuk do të merren parasysh për vlerësim.

1. Mënyra e dorëzimit:

• Oferta duhet të dorëzohet në zarf të mbyllur në zyrën e Caritas-it në Zvicër në Kosovë, në adresën e mëposhtme
• Adresa e dërgesës: Rr. Fazli Balaj, nr. 59, 10000 Prishtinë
• Formati i skedarit i nënshkruar dhe i vulosur

2. Kushtet e përgjithshme:

• Oferta financiare duhet të jetë në EURO, ndërsa çmimi duhet të jetë i përjashtuar nga TVSH-ja
• Oferta do të mbetet e vlefshme për 10 ditë nga afati i fundit për dorëzimin e ofertës
• Afati i fundit për dorëzimin e Ofertës është deri më 30.11.2022, deri në orën 16:00
• Dokumentet mund të dorëzohen në anglisht ose shqip
• Çmimi duhet të përfshijë dërgesën e tepisonit në shkolla/para fillore të komunave të Kosovës
• Tepisoni duhet të jetë i cilësisë së mirë dhe sipas specifikimeve të dhëna në Aneksin 1
• CaCH do të nënshkruajë një marrëveshje kuadër me Ofruesin e Shërbimeve për periudhën 1.12.2022 – 30.6.2024, ndërsa do të porosisë tepisonin sipas dinamikës së zhvillimit të aktiviteteve në bazë të pozicioneve përkatëse të përcaktuara në kontratë.
• Pagesa do të bëhet përmes llogarisë bankare pasi të keni siguruar dorëzimin dhe montimin e tepisonit

3. Dokumentet që duhen dorëzuar:

1. Formulari i plotësuar siç parashikohet në Aneksin 1
2. Certifikata e fundit e regjistrimit të biznesit
3. Certifikata e regjistrimit të TVSH-së
4. Një listë me referenca që specifikojnë mostrat e Ofruesit të Shërbimit ose të shërbimit të mëparshëm
5. Katalog me materialin e kërkuar të tapetit - produkt origjinal
6. Përshkrimi i cilësisë së materialit duke përfshirë vendin e origjinës

4. Kriteret e Vlerësimit:

• Oferta e kompletuar më së miri, me çmimin më të volitshëm

Do të zgjidhet oferta që përputhet me të gjitha specifikimet, kërkesat dhe ofron çmimin më të volitshëm, si dhe të gjitha kriteret e tjera të vlerësimit të treguara. Çdo ofertë që nuk plotëson kërkesat do të refuzohet. Caritas Switzerland (CaCH) nuk është i detyruar të pranojë asnjë ofertë, të japë një kontratë/urdhër blerjeje, as të jetë përgjegjës për çdo kosto që lidhet me përgatitjen dhe dorëzimin e një oferte nga një Furnizues, pavarësisht nga rezultati i përzgjedhjes.

Ofertat do të vlerësohen për të gjithë artikujt së bashku në pjesën e specifikuar dhe kontrata do t'i jepet furnitorit i cili ka dorëzuar ofertën më të mirë në përputhje me kriteret për dhënien e kontratës.

CaCH inkurajon çdo furnizues të mundshëm që të shmangë dhe parandalojë konfliktet e interesit, duke i zbuluar CaCH nëse ju, ose ndonjë prej filialeve ose personelit tuaj, keni qenë të përfshirë në përgatitjen e kërkesave, dizajnit, specifikimeve, vlerësimeve të kostos dhe informacioneve të tjera të përdorura në këtë kërkesë për oferta.

CaCH zbaton një tolerancë zero ndaj mashtrimit dhe praktikave të tjera të ndaluara dhe angazhohet për identifikimin dhe adresimin e të gjitha akteve dhe praktikave të tilla kundër CaCH, si dhe palëve të treta të përfshira në aktivitetet e CaCH. CaCH pret që furnizuesit e saj t'i përmbahen Kodit të Sjelljes.

5. Përshkrimi i projektit:

Projekti TAKE zbatohet nga CaCH në bashkëpunim me institucionet dhe organizatat partnere në Kosovë. Nëpërmjet projektit TAKE synojmë të mbështesim të gjithë fëmijët në edukimin parashkollor cilësor, duke rritur cilësinë duke pajisur 50 klasa parashkollore ekzistuese me inventar, materiale loje dhe materiale të tjera didaktike.

Krijimi i hapësirave adekuate për aksesin dhe pjesëmarrjen e fëmijëve në arsimin parashkollor dhe parafillor. Nëpërmjet ndërhyrjeve do të trajtohet numri i kufizuar i parashkollorëve për të siguruar përfshirjen e një numri më të madh fëmijësh.

Gjithashtu, klasat parafillore do të pajisen me mobilje dhe lodra adekuate që plotësojnë nevojat dhe metodologjitë e punës për fëmijët e vegjël. Qasja në mësim dhe zhvillim duhet t'u jepet të gjithë fëmijëve.

6. Përgjegjësitë e Ofruesit të Shërbimeve:

• Ofruesi i Shërbimit do t'i dorëzojë tepisonin brenda 7 ditëve, një javë pas porosisë, ndërsa CaCH do të kontrollojë/rishikojë tapetin në 7 ditët në vijim.
• Ofruesi i Shërbimit është i detyruar të jetë në kontakt të vazhdueshëm me personat e caktuar nga CACH, përkatësisht nga Projekti TAKE për çdo ndihmë/ndryshim të kërkuar në lidhje me porosinë dhe dorëzimin deri në finalizimin.
• CaCH rezervon të drejtat mbi të gjitha informacionet/dokumentet që kanë të bëjnë me këtë projekt, me të cilat Ofruesi i Shërbimit mund të kontaktojë gjatë kryerjes së detyrave të tij/saj sipas këtij shërbimi. Ai do të mbetet rreptësisht pronë e CaCH, i cili do të ketë të drejta ekskluzive mbi përdorimin e tij. Me përjashtim të qëllimeve të kësaj detyre, informacioni nuk duhet t'i zbulohet publikut dhe as të përdoret në ndonjë formë tjetër, pa pëlqimin me shkrim të CaCH.
• Me nënshkrimin e kontratës, në rast të performancës jo të kënaqshme, CaCH do t'i kërkojë kompanisë së përzgjedhur që puna/tepisoni të ndërrohet/rregullohet. Nëse puna e kryer nuk arrin t'i përmbushë pritjet, kontrata do të ndërpritet me një njoftim me shkrim shtatë (7) ditë përpara.
• Ofruesi i përzgjedhur i shërbimeve duhet t'i përmbahet në mënyrë strikte udhëzimeve sipas personave të caktuar nga CaCH, përkatësisht nga Projekti TAKE.

REQUEST FOR OFFER:

Supply with carpet for 50 pre-primary classes

in the Municipalities of Kosovo

We kindly ask you to submit your offer for the Supply with carpet for 50 pre-primary classes in the municipalities of Kosovo, following the details in this document. Completed offers may be submitted on or before 30.11.2022. Late offers will be not accepted and will not be considered for evaluation.

1. Method of submission:

• The offer must be submitted in a sealed envelope to the Caritas Switzerland office in Kosovo, at the following address
• Delivery address: St. Fazli Balaj, no. 59, 10000 Pristina
• File format signed and stamped

2. General conditions:

• The financial offer must be in EURO, whilst price must be exempt from VAT
• The offer shall remain valid for 10 days from the deadline for the Submission of Offer
• The deadline for the submission of Offer is by 30.11.2022, until 16:00
• Documents may be submitted in English or Albanian
• The price must include the delivery of the carpets at schools/pre-primary classes of Kosovo municipalities
• The carpet should be of decent quality and as per specifications given in Annex 1
• CaCH will sign a framework agreement with the Service Provider for the period of 1.12.2022 – 30.6.2024, while will order the carpet according to the dynamics of the development of activities based on the respective positions stipulated in the contract
• Payment will be made through the bank account after having provided carpet delivery and mounting

3. Documents to be submitted:

1. Filled-in Form as provided in Annex 1
2. Latest Business Registration Certificate
3. VAT registration certificate
4. A list with references specifying the Service Provider's, or previous service samples
5. Catalogue with the required carpet material - original product
6. Description of the quality of the material including the country of origin

4. Evaluation Criteria:

• The best-completed offer, with the most affordable price

The offer that complies with all the specifications, requirements and offers the lowest price, as well as all other evaluation criteria indicated, shall be selected. Any offer that does not meet the requirements shall be rejected. Caritas Switzerland (CaCH) is not bound to accept any offer, award a contract/Purchase Order, nor be responsible for any costs associated with a Supplier’s preparation and submission of an offer, regardless of the selection outcome.

The offers will be evaluated for all items together in the specified part and the contract will be awarded to the supplier which has submitted the best offer in accordance with the criteria for awarding the contract.

CaCH encourages every prospective supplier to avoid and prevent conflicts of interest, by disclosing to CaCH if you, or any of your affiliates or personnel, were involved in the preparation of the requirements, design, specifications, cost estimates, and other information used in this request for offers.

CaCH implements a zero tolerance on fraud and other proscribed practices and is committed to identifying and addressing all such acts and practices against CaCH, as well as third parties involved in CaCH activities. CaCH expects its suppliers to adhere to the Code of Conduct.

5. Project Description:

The TAKE project is implemented by CaCH in cooperation with partner institutions and organizations in Kosovo. Through the TAKE project we aim to support all children in quality preschool education, increasing the quality by equipping 50 existing preschool classrooms with inventory, playing materials and other didactic materials.

Creating adequate spaces for children to access and participate in preschool and pre-primary education. Through the interventions, the limited number of preschools will be tackled to ensure the inclusion of a higher number of children.

Likewise, pre-primary classrooms will be equipped with adequate furniture and toys that accommodate the needs and the work methodologies for young children. Access to learning and development should be granted to all children.

6. Responsibilities of the Service Provider:

• The Service Provider shall deliver the carpets within 7 days, one week after Order, while CaCH shall check/review the carpet in the following 7 days.
• The Service Provider is obliged to be in constant contact with designated persons from the CACH, respectively from the TAKE Project for any required assistance/change regarding the order and delivery until finalized.
• CaCH reserves the rights on all information/documents pertaining to this project, which the Service Provider may come into contact within the performance of his/her, duties under this service. It shall strictly remain the property of the CaCH who shall have exclusive rights over its use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in any other form, without written consent of the CaCH.
• Upon signing the contract, in case of unsatisfactory performance, CaCH will request to the selected company so that the work/carpet must be changed/fixed. If the work done fails to meet expectations, the contract will be terminated by seven (7) days prior written notice.
• The selected Service Provider must strictly adhere to the instructions according to the CaCH designated persons, respectively from the TAKE Project.
