Responsibilities:

Under the supervision of the Outcome coordinator (OC), the Project Officer (PO) will support implementation of the Project “Matching Skills to Jobs (MSJ)”, with main responsibility to perform project related tasks, including project planning and monitoring, subject to the relevant credit proposal approval by the Donor.

Main Duties:

Project Officer

  1. Supports the Outcome Coordinator (OC) in preparation of all project documents and agreements in collaboration with partners; furthermore, enables regular communication with project partners and all stakeholders;
  2. Developing and implementation of a monitoring system; and review on regular basis project details, deliverables and scheduled as per the project implementation plan; monitor personally in the field on a regular basis;
  3. Supports organization on capacity development initiatives, conferences or workshops and provide technical inputs during different events and workshops;
  4. Responsible for drafting contracts, certificates, and other project related document necessities of project implementation.
  5. Coordinates with implementing partner on project activities and for cooperation with stakeholders on regular basis;
  6. Supports the OC in the realization of planned activities through regular field visits, review of the partners' reports, prepare field or activity reports, and recommend adjustments to improve project implementation.
  7. Preparing the monthly report, briefing notes, meeting minutes, etc.
  8. Responsible for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish of the project;
  9. Oversees the process for procurement of goods and services related to the project activities and makes tracking of financial and material resources;
  10. Conducts other activities as requested by the OC or as deemed necessary within the framework of the Caritas Switzerland Mission in Kosovo;
  11. Maintains written track record of all project-related communication and agreements, also ensure that all project documentation is stored in IT System.

Requirements:

  1. Master’s degree (Education- preferably on Technical Vocational Education and Training (TVET), Entrepreneurship, Business management);
  2. Minimum of 5 years of experience in international funded projects in the field of education, TVET, income or a related field;
  3. Proven experience in development, implementing projects and project Monitoring, Evaluation, Accountability, and Learning (MEAL)
  4. Experience in collaboration with International and National NGOs, Government Institutions, and other stakeholders working with TVET and education;
  5. Proven experience in data collection, analysis, and reporting;
  6. Knowledge on TVET system in Kosovo, legislation, and the relevant governmental agencies;
  7. Knowledge on gender equality and mainstreaming on education, TVET and employment;
  8. Advanced skills in planning, written and oral communication, facilitation, and coordination.
  9. Excellent knowledge of English (both written and spoken);
  10. Fluency in at least one local language (Albanian or Serbian); Knowledge of a second local language is an asset;
  11. Very good skills in MS Office applications (Word, Excel, PowerPoint);
  12. Working experience with Swiss Organisations or other international NGOs is an asset;
  13. Experience with organizational culture and development, gender mainstreaming and conflict-sensitivity is an asset;
  14. A valid driving license;
  15. Willingness to travel throughout Kosovo and internationally.
