Circular Economy
The overall purpose of the post
The Environmental Policy and Resources Efficiency advisor (national level) will provide advisory support to the set-up and implementation of reforms and processes in the waste management sector and circular economy. Particularly, the advisor will support the Ministry of Environment, Spatial Planning and
Infrastructure (MESPI) on the implementation of the Kosovo Integrated Waste Management Strategy by coordinating activities related to the circular economy and implementation of the ‘polluter pays’
principle, including support in setting-up of economic instruments such as the Extended Producer
Responsibility, including Deposit Refund System.
The advisor will provide strategic guidance and coordinate the work of implementing partners to ensure they contribute to the realisation of their assigned specific outputs od the program.
Main tasks and responsibilities
The Advisor performs the following:
- Provide sector-specific technical advice for the implementation of the program activities on the national level, including national policy drafting/revision, legal framework assessment and revision. Advise further the project partners on sector-specific matters as required
- Support the implementation of the waste management component within Kosovo4Green programme, ensuring alignment with national priorities and policies, monitoring progress, and recommending adjustments as needed to achieve program objectives, under the guidance of the Head of Component and Head of Programme
- Support the MESPI and other line ministries on the development of concepts, policy papers and products in setting up and implementing policies and economic instruments in line with waste hierarchy and ‘’polluter pays’’ principle
- Steer and coordinate the implementation of activities and processes related to the Extended Producer Responsibilities with MESPI and other line ministries
- Support capacity development of institutions, private sector and civil society in circular economy. Also support the design and implementation of training programs aimed at enhancing the technical capacity of national government officials in waste management sector and integrated solution practices
- Act as a liaison between national authorities and programme partners, ensuring effectiveness, communication and coordination of stakeholders as well as alignment of initiatives across all levels of government. Programme partners include also international communities, academia and private sector
- Facilitate workshops seminars, and knowledge sharing platforms on national level waste management – circular economy topics
- Drive the adoption of digital transformation and innovation practices in waste management-circular economy processes to ensure more effective, data driven decision making
- Lead and develop extended producer responsibility concepts, and terms of reference. Provide support and steer selected consultants and contractual parties on their assignments
- Contribute to the project’s knowledge management, PR, and communication and contribute to other tasks as agreed with the Head of Component and Head of Programme.
Other duties/additional tasks
- Provide guidance to the Head of Component and Head of Programme
- Continuing personal development, ensuring capacity compliance with the needs of the assigned function and the associated tasks and obligations
- Perform other duties as required by the Head of Component.
Required qualifications, competence and experience
Qualifications
- University degree in economics, environmental policy/ environmental studies, sustainable development / sustainability studies, EU law and policy, environmental law, or a related field; Master’s degree is an added value.
- Knowledge of integrated waste management, circular economy, sustainability, EU enlargement policy, and related institutional frameworks.
Professional experience
- At least 6 years of profound professional experience in the field of waste management (central and municipal level), environmental policy, and circular economy.
- At least 2 years' experience in economic policy development and private sector engagement
- Experience in developing environmental and resource efficiency policies, including extended producer responsibility
- National and/or international advisory profound experience related to circular economy, resource efficiency policy development and legal framework.
Other knowledge, additional competences
- Very good knowledge of English; knowledge of German is an added value
- A solid understanding of Environmental policies, and EU or similar environmental standards
- Proficient knowledge of Microsoft Office programs
- Highly motivated, structured and strategic thinking, well organized and independent working style
- Service-oriented attitude and interpersonal skills, including adapting communication to different
- recipients and networking in Kosovo and with the international community
- Able to establish a good and considerate working relationship with all staff in the organization,
- demonstrating respect for their respective roles and responsibilities
- Willingness to upskill as required by the tasks to be performed – corresponding measures are
- agreed with management
- Willingness to facilitate regular partner interaction and exposure to on-the-ground waste
- management service provision.
