1. GENERAL CONDITIONS
   1. Requester: Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), Office Tirana, Rr. Asim Zeneli Nd. 6/10, Tirana, Albania

Subject: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a potential subcontractor to provide a pool of experts based across the Western Balkans (Albania, Bosnia and Hercegovina, Kosovo, Montenegro, North Macedonia and Serbia), with expertise in thematic areas relevant to the Green Agenda for the Western Balkans as well as strong regional and national context knowledge.

1. The aim of this service is to receive experts knowledge and backstopping support for the project team and provide technical assistance to partner organisations in thematic areas and sectors related to the Green Agenda for the Western Balkans through the development of thematic products (e.g. studies, reports, guidelines, plans etc.), provision of policy analyses and recommendations, technical analyses and recommendations, expert inputs (online and physically) incl. trainings and providing organizational advice.
2. Eligibility: Participation is open to all legal persons which are effectively established in Albania.

Eligible to apply:

• Bidders with annual turnover of at least 150,000 EUR in the last three years
• Bidders that have at least 2 contracts with reference amount at least 30,000 EUR of the same type (in Europe)
• Bidders that have an average nr of 3 employees in the last three years
• Bidders with at least 3 reference projects in the technical field of energy transition, climate adaptation, transport, urban planning, circular economy, environmental protection, agriculture, biodiversity or climate governance
• Bidders with at least 3 reference projects in any of or across the following countries Albania, Bosnia and Hercegovina, Kosovo, Montenegro, North Macedonia, Serbia in the last three years.
• Bidders that have technical expertise in these areas:
• Decarbonisation and Energy Transition
• Climate Resilience and Adaptation
• Circular Economy and Sustainable Industry
• Pollution Control and Environmental Quality
• Climate Governance, Policy and EU Integration
• Bidders need be registered (also) outside the European Union
