The Deutsche Gesellschaft for Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. The GIZ Programme “Circular Urban Development - Kosovo4Green” is co-financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and the State Secretariat for Economic Affairs (SECO) Switzerland, and it is implemented by GIZ. It supports central government and municipalities in modernizing waste management by establishing integrated solutions and introducing circular economy approaches, climate-sensitive urban development and ensuring cross-sectoral coordination under the new climate law for effective climate policy implementation.

As part of the Stabilisation and Association Agreement (SAA) signed between the Republic of Kosovo and the EU, Kosovo is required to align its national legislation with the EU acquis, including chapter 27 ‘Environment and Climate Change’. Therefore, the Kosovo4Green project aims to support the improvement of the legal, institutional and planning frameworks that comply with EU directives, in the areas of urban planning and integrated waste management, supporting the implementation of climate-sensitive urban development, including inter-municipal, integrated waste management at local level. The main implementing partner of the project is the Ministry of Environment, Spatial Planning, and Infrastructure (hereinafter ‘MESPI’), the central authority responsible for designing policies and legislation in waste management, urban planning, and climate change. MESPI also oversees the overall implementation and enforcement of Kosovo’s strategic and legal framework in these sectors. The project is announcing as following:

INVITATION FOR EXPRESSION OF INTEREST (EOI) for

Technical assistance to Kosovo municipalities by developing and implementing a robust Full Cost Recovery (FCR) strategy, setting appropriate tariffs, developing and implementing municipal solid waste management plans, and securing basic waste management services for all citizens, often through regional public waste companies serving multiple municipalities.

DOCUMENTS TO BE SUBMITTED

1) Letter of application and company profile, incl. copies of documents defining applicant's legal status.

2) Financial capacity, average annual turnover for the last three fiscal years, at least 50,000 Euros/annually. Tax administration confirmation or audit reports should be submitted for the above.

3) Evidence that your average number of employees and managers over the last three calendar years is at least 3 persons. Proven by official documents such as Tax Administration list.

4) At least three (3) reference projects within the last 36 months that demonstrate experience and competence in performing the type of work requested herein.

Interested applicants are invited to submit their electronic application in English language. The eligible Parties will be notified by 22.08.2025 with the invitation to submit a proposal.

This Request for EOI is not a solicitation, and replying to it does not guarantee that an organization will be invited to any solicitation by GIZ. The issue of this EOI does not imply that GIZ is bound to select and shortlist any or all of the applicants pursuant to this EOI. Even after selection of suitable prospective organizations, GIZ is not bound to proceed ahead with the prospective organization and in no case be responsible or liable for any commercial and consequential liabilities in any manner whatsoever.
