Justice Activity in Kosovo

Recruitment for Procedural Justice Initiative (PJI) Coordinator

Chemonics seeks a candidate for the position of Procedural Justice Initiative (PJI) Coordinator for the USAID-funded Kosovo Justice Activity. The purpose of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law. This activity builds on USAID’s previous projects in Kosovo and lessons learned by USAID/Kosovo, local partners, and other donors.

The Activity is organized by three integrated objectives, 1) Quality and Accessibility of Justice Services Improved, 2) Citizen Understanding, Engagement, and Trust of the Justice System Improved, and 3) Effective Innovations in the Justice Sector Developed. Community-based activities under Objective 2 anchor the Justice Activity in Kosovo by defining the problems to be solved under Objectives 1 and 3.

Position Description

As part of the overarching goal to improve the quality and accessibility of justice services outlined in the project's Objective One, the PJI Coordinator will be responsible for assisting and planning, implementing, and monitoring the Procedural Justice Initiative as part of the USAID Justice Activity. This position is essential in ensuring the fair and equitable administration of justice from the justice providers.

Tasks and Activities

As Procedural Justice Initiative (PJI) Coordinator, the employee is responsible for the following principal duties and responsibilities:

  • Assist in designing and implementing new initiatives to enhance procedural justice.
  • Collaborate with stakeholders to enhance and develop the Procedural Justice Initiative.
  • Assist on monitoring day-to-day execution of the Procedural Justice Initiative.
  • Assist in organizing and facilitating community forums, workshops, and outreach programs to promote awareness and understanding of procedural justice.
  • Assist in developing training programs on procedural justice principles.
  • Assist in facilitating public forums and outreach programs to gather feedback and ensure community involvement.
  • Support collecting and analysing data to measure the effectiveness of procedural justice implementation.
  • Regularly assess and report on project progress, addressing any challenges or changes from the action plan.

Required Skills and Qualifications

  • Preferred bachelor’s degree in law, public administration, or related fields.
  • Minimum of 2 (two) years of professional work experience, justice sector work is preferred.
  • Demonstrated relevant experience in program development and implementation, community engagement and collaboration.
  • Familiarity with data collection and analysis tools.
  • Relevant certifications or trainings relatedto justice are desirable.
  • Strong communication and interpersonal skills.
  • Analytical and problem-solving abilities.
  • Proficiency in English required; fluency in Albanian and/or Serbian language is required.

This is a full-time position in-office, subject to annual contracts and renewable based on successful annual employment appraisals. The duty post for this assignment is Pristina, Kosovo and regional locations as required.
