Justice Activity in Kosovo Recruitment for Institutional Support Specialist

Chemonics seeks a candidate for the position of Institutional Support Specialist for the USAID-funded Kosovo Justice Activity. The purpose of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law. This activity builds on USAID’s previous projects in Kosovo and lessons learned by USAID/Kosovo,
local partners, and other donors.

The Activity is organized by three integrated objectives, 1) Quality and Accessibility of Justice Services Improved, 2) Citizen Understanding, Engagement, and Trust of the Justice System Improved, and 3) Effective Innovations in the Justice Sector Developed. Community-based activities under Objective 2 anchor the Justice Activity in Kosovo by defining the
problems to be solved under Objectives 1 and 3.

Position Description

The Institutional Support Specialist will play a critical role in providing comprehensive support services to ensure the smooth functioning of institutional operations. Collaborating closely with all project objectives, the specialist will actively identify and tackle institutional requirements, streamline operational processes, and contribute to the overall improvement of efficiency within partner organization. Key project counterparts include Kosovo Judicial Council, Ministry of Justice, Free Legal Aid Agency, and relevant stakeholders include: Kosovo Judicial Academy, civil society organizations, media, and the private sector. The overall objective is to ensure the effectiveness and sustainability of project activities.

Tasks and Activities

As Institutional Support Specialist, the employee is responsible for the following principal duties and responsibilities:

  • Command deep understanding of project counterparts’ institutional requirements, successes, and challenges related to justice delivery.
  • Engage with stakeholders to gather input on support needs.
  • Identify strengths, weaknesses, opportunities, and threats within the current institutional framework.
  • Develop and implement capacity-building initiatives for project counterparts and related justice institutions.
  • Foster effective communication channels between project objectives and stakeholders and support the implementation of priority messages that are unified, as appropriate.
  • Facilitate collaboration initiatives to improve overall institutional consistency.
  • Develop training programs to enhance the skills of institutional staff on people-centered justice principles and practices.
  • Work collaboratively with stakeholders to develop and advocate for policy enhancements that align with the project's people-centered approach.
  • Establish and maintain strong relationships with key institutional partners.
  • Facilitate collaboration between justice institutions, NGOs, and community-based organizations.
  • Ensure policies are practical, inclusive, and responsive to the needs of diverse communities.
  • Assist counterparts to develop and implement mechanisms for monitoring the effectiveness of institutional reforms and support relevant counterpart staff to regularly evaluate the impact of capacity-building efforts on institutional performance.
  • Contribute to program technical learn sessions, work planning, compliance, and operations.

Required Skills and Qualifications

The position requires an individual with:

  • Bachelor's degree in a relevant field (e.g., public policy, international relations, law, or another related field. Advanced degrees preferred.
  • Additional certifications in project management or related areas are desirable.
  • Minimum of 3 years of experience in institutional support or a related role.
  • Demonstrated success in process improvement and project management.
  • Excellent communication and interpersonal skills.
  • Competent in data analysis and reporting.
  • Strong problem-solving and decision-making abilities.
  • Familiarity with relevant technologies and tools.
  • Proficiency in English required; fluency in Albanian and/or Serbian language is required.

This is a full-time position in-office, subject to annual contracts and renewable based on successful annual employment appraisals. The duty post for this assignment is Pristina, Kosovo and regional locations as required.
