USAID’s Property Governance Activity (PGA), a five-year activity, implemented by Tetra Tech ARD, aims to improve the property rights system in Kosovo to reduce corruption, increase women’s empowerment, and improve formal property rights and investments in real property. The Activity, in partnership with civil society, the private sector, and other local actors will contribute to advancing locally led development.
JOB SUMMARY:
The Kosovo Property Governance Activity (PGA) Legal Advisor will support the Government of Kosovo (GOK) ministries, agencies, and municipalities to improve Kosovo’s property rights regulatory framework and strengthen its implementation. S/he will work closely with the Objective 1 Lead and Senior Cadastral System Specialist to conduct legal analysis to assist the GOK to identify and develop regulatory solutions to decrease largescale informality, strengthen transparency and accountability in municipal property management, improve processes and practices for completing building inspections, and strengthen inheritance safeguards. S/he coordinates with the Citizen and Civil Society Organization (CSO) Engagement Specialist to facilitate community-level consultations that provide women, men, and underserved populations a voice and the opportunity to inform the development of regulatory reforms and service delivery improvement plans (SDIPs). The Legal Advisor works closely with the Gender Equity and Social Inclusion (GESI) Advisor to identify socialized gender roles and stereotypes that are prevalent among institutions and officials to help strengthen GESI-positive implementation of regulations. S/he will work closely with the Senior Cadaster System Specialist to help strengthen service delivery processes and increase transparency and accountability by improving citizens’ access to geographic information system data that will inform municipal development plans and data about properties’ fair market value.
MAIN RESPONSIBILITIES AND TASKS:
The Senior Legal Advisor will be responsible for:
- Supporting GOK ministries, agencies, and municipalities to improve, strengthen, and implement Kosovo’s property rights regulatory framework.
- Collaborating with the Objective 1 Lead and Senior Cadastral System Specialist to conduct legal analysis to assist the GOK to identify and develop regulatory solutions to decrease largescale informality, strengthen municipal regulations to improve transparency and accountability in municipal processes and services required to formalize and register property rights, help protect the rights of women to inherit property, and manage municipal properties to help incentive investments that will improve livelihoods and benefit citizens;
- Coordinating with the Citizen and CSO Engagement Specialist to produce an analysis of reform consultations with citizens to assist the Kosovo Cadastral Agency (KCA) and municipalities to draft regulations and guidelines that will help unify and standardize delivery of property rights services that are simple, affordable, and accessible to all citizens.
- Collaborating with the GESI Advisor to identify socialized gender roles and stereotypes that are prevalent among institutions and officials to help strengthen GESI-neutral implementation of regulations; and
- Collaborating with the Objective 1 Lead, Citizen and CSO Engagement Specialist, and the Senior Cadaster System Specialist to strengthen transparency and accountability and mitigate opportunities for corruption through improved processes and providing citizens access to geographic information system data that will strengthen oversight of municipal development plans implementation and data about properties’ fair market value.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: Master’s degree in Law with seven years of experience in property law, geodesy, real estate, or a related field. Bachelor’s degree in law will only be considered with 10 years of experience, five of which must be in an international organization.
WORK EXPERIENCE: Minimum of seven years’ experience in an equivalent position with a national or international organization. Work experience in a USAID-funded project is a plus.
SKILLS: Working knowledge of English, both written and spoken. Able to communicate effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Must be capable of working both individually and as part of a team.
LANGUAGES: Excellent Language proficiency in spoken and written Albanian. Proficiency in another official language in Kosovo is a plus.
GENERAL: Tactfulness, Enthusiasm for the job. Good Human Relations skills, integrity, and ability to work under pressure.
