JOB SUMMARY:
USAID’s Property Governance Activity, a five-year activity, implemented by Tetra Tech ARD, aims to improve the property rights system in Kosovo to reduce corruption, increase women’s empowerment, and improve formal property rights and investments in real property. The Activity, in partnership with civil society, the private sector, and other local actors will contribute to advancing locally led development.
Working under the supervision of the Director of Finance and Operations, the Project Accountant will oversee the financial operations of the PGA Activity including the professional accounting and expense projections. The Project Accountant will mitigate risk of fraud as well as ensure all finances for the PGA project are maintained in a thorough and compliant manner in accordance with USAID and Tetra Tech policies and practices.
MAIN RESPONSIBILITIES AND TASKS:
- Support day-to-day functioning of accounting and financial control systems for the PGA activity.
- Ensure that transactions are appropriately recorded in QuickBooks and ensure Tetra Tech ARD accounting and procurement standards, procedures and policies are followed and implemented.
- Maintain and update accounting and financial control systems in accordance with U.S government regulations (expenses are reasonable, allowable, and allocable).
- Manage Financial Accounting System including managing cash flow, tracking expenditures and preparing monthly financial reports.
- Ensure that the closing of monthly local accounts is done in a timely manner in compliance with Tetra Tech ARD schedule.
- Ensure that cash requests to HO are done in a timely manner.
- Ensure correctness and completeness of finances and administration filing system per Tetra Tech ARD guidelines.
- Ensure that the project office is following established financial and administrative project systems and procedures.
- Support the Director of Finance and Operations to review all receivable and payable accounts on a monthly basis (e.g. mobile money accounts, advances and withholding accounts).
- Assist in the processing of payments to suppliers/vendors, STTAs and Sub Contractors for goods and services while maintaining confidentiality.
- Ensure correct calculation and timely payment of all fiscal obligations to the staff of PGA, including payroll withholding, local consultant invoice withholding, relevant taxes and any other required withholding.
- Ensure timely identification and reporting to the Director of Finance and Operations, or COP of any suspected errors or fraud in relation to PGA financial transactions
- Ensure quarterly preparation and submission of VAT reports, subcontractors and grantees to USAID as required.
- Provide guidance to all staff for complying with the budgetary regulations of Tetra Tech ARD; and advise them, as appropriate, on matters requiring their attention.
- Manage VAT tax exemption process.
- Ensure timesheets are completed and processed correctly.
- Oversee bank account management.
- Review monthly bank reconciliation.
- Ensure that travel expense reports are properly completed and outstanding cash advances for travel are reconciled monthly.
- Assist in the preparation of quarterly accruals.
- Ensure that the CoP’s apartment rent is paid each month, as well as any other tax payments.
- Ensure that the Office rent is paid each month, as well as any other tax payments.
- Perform other accounting, financial management, and administrative tasks as assigned by the Director of Finance and Operations, or COP.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: University degree in accounting, finance, business administration, or other relevant discipline.
WORK EXPERIENCE: Minimum of four years experience in accounting or equivalent position. Experience with QuickBooks is required. Experience working in a similar position for an NGO, or an international organization is preferred.
SKILLS: Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.). Knowledge of QuickBooks is required. Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Ability to work individually and as part of a team. Must also be able to work effectively in a team environment.
LANGUAGES: Fluency in written and spoken English is required.
