Call for expressions of interest

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, through the Circular Urban Development – Kosovo4Green programme, co-financed by BMZ and SECO, supports Kosovo’s central and local governments in modernizing waste management, promoting circular economy approaches, and strengthening climate-resilient urban development.

In line with Kosovo’s EU integration commitments under Chapter 27 Environment and Climate Change and the EU Green Agenda for the Western Balkans (2020), the project assists the Ministry of Environment, Spatial Planning and Infrastructure (MESPI) in improving legal, institutional, and planning frameworks for integrated waste management and urban development.

GIZ – Kosovo4Green programme has supported the drafting the Intermunicipal Integrated Waste Management Plans (IIWMP) in Gjilan/Ferizaj and Mitrovica (Waste Management Zones 2 & 5), in alignment with the National Strategy for Integrated Waste Management. Whilst twelve (12) municipalities in Gjilan/Ferizaj and three (3) municipalities in Mitrovica Waste Management Zones-s are in the process of adopting the IIWMP-s in their respective assemblies, where the aim is to operationalize these plans through intermunicipal cooperation, detailed operational agreements, and project-level development.

Objective of the Assignment:

To support Waste Management Zones in developing project fiches as a first step toward implementing IIWMP measures and establishing Intermunicipal Cooperation Agreements. GIZ will pre-qualify companies based on their expression of interest.

REQUEST FOR INFORMATION

1. Letter of Application and Company Profile, including copies of documents defining the applicant’s legal status.

2. Financial Capacity: Average annual turnover for the last three fiscal years of at least 30.000 EUR. Proof should be provided through Tax Administration of Kosovo confirmation or signed audit reports.

3. Human Resources Capacity: Evidence that the average number of employees and managers over the last three calendar years is at least three (3) people, proven by official documentation such as a Tax Administration of Kosovo list.

4. Technical Experience: list at least three (3) reference projects in the field of integrated waste management. These reference projects must have been implemented within the last 36 months.

Please do not provide documentation that cannot prove the required. Only shortlisted companies will be notified for further application procedures!
