Call for Expression of Interest
The German KFOR troops left Prizren in December 2018, handing the base over to Kosovo. The German and Kosovar governments decided to convert the base into a civilian hub for Kosovar-German cooperation.
In 2016, the German Ministry for Economic Cooperation and Development (BMZ) tasked GIZ with a feasibility study for the civilian use of the camp, resulting in the proposal for the Kosovar-German Innovation and Training Park (ITP) Prizren. In 2018, a Joint Declaration of Intent was signed to establish ITP Prizren, and in June 2020, the park area and assets were handed over to the ITP association.
Today, ITP Prizren provides space for more than 45 tenants, including businesses, vocational training centers, academic institutions, government bodies, and NGOs. The park's model, similar to Science and Technology Parks (STPs) in other countries, fosters collaboration between companies and academics for mutual benefit.
GIZ is responsible for maintaining, securing, and managing the former camp, developing it into an Innovation and Training Park, and working closely with the ITP association to modernize its infrastructure and facilities. In parallel with the renovation of existing buildings, ITP is also designing new structures that comply with nearly Zero Energy Building (nZEB)
standards. Similarly, the park’s access points/gates have been designed as prefabricated structures complying with nZEB standards, with construction planned to start soon.
To support this process, GIZ is looking for a company or consortium of companies to provide the following services:
Construction of ITP gates as prefabricated nZEB structures
Companies or consortiums experienced in providing complete prefabricated structures, including interiors, as ready-to-use facilities, are encouraged to participate in this call.
The applicant will become eligible for the evaluation by providing the minimum of:
- Evidence of 3 completed reference projects prefabricated structures.
- Evidence of at least1 project completed together with interior works.
- Evidence of annual turnover for the last three financial years.
The eligible applicants shall be evaluated based on:
- Evidence of commercial register entry
- Their average annual turnover for the last three financial years to be at least 700,000 euro
- Number of employees as of the previous year at least 4 persons
- Technical assessment based on reference projects with a minimum commission value of 50,000 euro
- Portfolio and reference projects in the field of modular architecture
- Technical experience: reference projects as stand-alone or in a consortium in the last 3 years; reference projects as a general contractor; local presence and regional experience
