Summary of Position
IREX seeks a qualified Ecosystem Relationships Officer to support a five-year USAID-funded Private Sector-Led Workforce Development Activity in Kosovo. The activity will seek to harness the leadership of the private sector as a change agent to develop sustainable and innovative models to develop the Kosovo workforce in partnership with technical and vocational education and training (TVET) institutions.
Under the guidance of the Ecosystem Relationships Manager, the Ecosystem Relationships Officer will support efforts to build platforms for mutually beneficial collaboration and information sharing between program partners, including the private sector, TVETs, government and youth. The post holder will provide coordination and logistics support for private sector and diaspora engagement, including the collection and distribution of data and lessons learned during learning exchanges and summits to private and public sector stakeholders.

Your Background & Skills
- Bachelor’s Degree in relevant field (e.g., education, education or workforce policy, communication, human/youth development, international development, data analysis)
- At least three (3) years of relevant professional experience in Kosovo.
- Kosovar citizenship or residency with work authorization is required.
- Experience working with and understanding of TVET/education/workforce and private sector in Kosovo.
- Experience building and strengthening workforce development partnerships with private sector and other stakeholders desired.
- Experience in priority high-growth sectors (ICT, Wood Processing, Agribusiness) preferred
- Experience working on USAID funded programs and/or other international donor-funded development projects is preferred
- Excellent interpersonal and communication skills, including ability to interact and cooperate effectively with a large and multicultural team and external stakeholders
- Ability to communicate professionally and provide written reporting in English is required.
- Demonstrated ability to design and facilitate events and workshops, including strong facilitation and presentation skills
- Demonstrated data analysis, visualization and communication skills
- Quantitative and qualitative analytical abilities and ability to facilitate dialogue, learning and reflection (e.g. focus groups, workshops) an asset
- Ability to work independently and as a team member, take initiative, meet deadlines, and maintain flexibility
- Excellent attention to detail and strong organizational skills including time management, ability to prioritize multiple tasks in a fast-paced working environment, and ability to remain flexible while adhering to strict deadlines
- Ability to plan, organize and prioritize work based on identified priorities.
- Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel).
- Positive attitude and willingness to support and assist colleagues.
Your Daily Tasks
- Under the guidance of the Ecosystem Relationships Manger, provide day-to-day support that promotes relationship building with private sector, learner, education institutions, policy makers and other stakeholders.
- Provide relevant approaches to local capacity development to promote workforce development within private and public sector and civil society entities.
- Support the coordinating, organizing, and operating of Quarterly Alliance Exchanges and Learning Summits, including but not limited to drafting materials, contacting participants, preparing agendas, designing materials, recommending vendors for services, overseeing the production and distribution of materials, and serving as liaison among the different stakeholders.
- Contribute to and manage the production of learning summits and exchanges reports, technical products, training materials, handbooks, templates, and guides, including content development, formatting, and proof reading.
- Contribute to internal IREX and USAID reporting requirements including quarterly and annual reports, and workplans.
- Support the Ecosystem Relationships Manager in effective support and relationship building of public and private entities.
- Provide administrative support to the technical team including budget tracking, preparation of consultant scopes of work and contracts.
- Support the Data & Performance Manager in data collection and data reviews
- Contribute to the development of data collection instruments, as required.
- Represent the project publicly
- Includes travel throughout Kosovo
- Contribute to the team’s effort by undertaking additional tasks and responsibilities as requested.
