Organisational Development Advisor

The overall purpose of the post

The Organisational Development Advisor will play a central role in advancing Kosovo’s sustainable urban development through the Kosovo4Green programme. This position is designed to provide expert guidance in implementing the Urban Development component of Kosovo4Green programme within the Ministry of Environment Spatial Planning and Infrastructure (MESPI), by strengthening institutional capacity, advancing climate-sensitive urban planning, and promoting effective coordination among stakeholders. It also serves as a key liaison between the project and MESPI, ensuring alignment and supporting organizational development to achieve programme goals.

The advisor will provide guidance and coordinate the work of implementing partners to ensure they contribute to the realisation of their assigned specific outputs of the programme.

Main tasks and responsibilities

The Advisor performs the following:

  • Support the implementation of the Urban Development component of Kosovo4Green in close collaboration with the Head of Component and Head of Programme, ensuring alignment with strategic goals, project plans, and the broader Kosovo4Green framework
  • Provide strategic and technical advice on organisational development to partner institutions, advancing structures, processes, and capacities conducive to effective urban planning and climate-sensitive governance
  • Support institutional transformation by advising on change management approaches, improving inter-departmental coordination, and promoting a proactive organisational culture within MESPI and municipal administrations
  • Conduct institutional capacity assessments and contribute to the development and implementation of a capacity-building plan focused on spatial planning, legal framework enforcement, and climate-sensitive urban development
  • Design and facilitate team-building sessions, learning exchanges, and leadership development workshops for national and local project stakeholders, with a focus on strengthening the capabilities required for spatial planning and urban resilience
  • Support the introduction and integration of digital tools for spatial planning and data management (e.g., urban planning databases), working with national and local partners to modernise planning systems and workflows
  • Assist in drafting terms of reference and supporting consultants and third-party service providers, ensuring their work is aligned with project objectives and capacity development plans
  • Monitor progress on organisational development activities, identify institutional bottlenecks, and provide evidence-based recommendations for adaptive management to improve project effectiveness
  • Contribute to project-level knowledge management by documenting best practices, lessons learned, and developing policy briefs or operational guidelines for sustainable urban planning and institutional development
  • Cultivate and maintain collaborative relationships with key stakeholders, including government institutions, civil society, academic partners, and donors to foster shared ownership and long-term sustainability
  • Represent the Urban Development component of Kosovo4Green in internal coordination meetings and with external stakeholders to ensure coherence with national development strategies and donor expectations
  • Contribute to the preparation of internal and external reports, presentations, and communication materials that reflect the organisational development progress and strategic contributions of the project

Contribute to the project’s knowledge management, PR, communication and contribute to other tasks as agreed with the Head of Component and Head of Programme

  • Perform other duties as required by the Head of Component.

Required qualifications, competence and experience

Qualifications

  • Master’s degree in Spatial Planning, Architecture, Urban Management, Public Administration or a closely related field
  • Specialization in sustainable urban development is an advantage.

Professional experience

  • At least eight (8) years of progressively responsible experience in urban development, spatial planning, or public sector reform
  • Proven experience in organisational development, institutional capacity building, and change management, particularly in public administration
  • Demonstrated ability to provide strategic and technical advice on urban planning processes, legal frameworks, and climate-sensitive governance
  • Experience in designing and facilitating training sessions, leadership development, or learning exchanges for government or development stakeholders
  • Understanding of digital tools and systems for spatial planning and data management
  • Strong track record in stakeholder engagement, inter-institutional coordination, and collaborative relationships with government, civil society, academia, and donors
  • Experience in monitoring and evaluation, adaptive management, and contributing to knowledge management products such as policy briefs, guidelines, or best practices
  • Familiarity with donor-funded project environments and experience in preparing high-quality reports, presentations, and communication materials aligned with strategic goals.

Other knowledge, additional competences

  • Excellent working knowledge of English; knowledge of German is an added value
  • A solid understanding of land-use policies, and EU or similar environmental standards
  • A solid understanding of software used in urban planning
  • Proficient knowledge of Microsoft Office software
  • Highly motivated, structured and strategic thinking, well organised and independent working style
  • Knowledge about the value of the environment, ecosystem and biodiversity
  • Service-oriented attitude and interpersonal skills, including adapting communication to different recipients and networking in Kosovo and with the international community
  • Able to establish a good and considerate working relationship with all staff in the organisation, demonstrating respect for their respective roles and responsibilities
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Location: GIZ Office Kosovo and MESPI (Department of Spatial Planning)

Expected start date: 1st of September 2025
