Team Leader

Digital Innovation Gateway for Kosovo (DIG-4K) Project

PROGRAM SUMMARY

Co-funded by the European Union and the Government of Kosovo, the Digital Innovation Gateway for Kosovo (DIG-4K) project seeks to harness and foster digital transformation in Kosovo. The initiative is led by the Innovation and Training Park (ITP) Prizren in partnership with six domestic implementing partners and one affiliated entity (private sector, public sector, academia and CSO’s) and aims to establish Kosovo as a hub for digital innovation and training. The project's objectives revolve around empowering local businesses, educational institutions, civil society organizations, and public stakeholders, there by creating an ecosystem that supports entrepreneurial success and drives digital innovation at local, national, and regional levels. DIG-4K targets a wide range of groups including MSMEs, startups, industry associations, technology firms, public sector entities, educational institutions, CSOs, and rural communities. GENERAL POSITION SUMMARY

The Team Leader for the Digital Innovation Gateway for Kosovo (DIG-4K) at ITP Prizren will play a pivotal role in driving the project’s vision of establishing Kosovo as a hub for digital innovation and transformation. This position requires a strategic leader with a strong background in project management, digital transformation, and ecosystem development. The Team Leader will be responsible for overseeing all work packages, ensuring effective coordination among stakeholders, and maintaining high-quality standards throughout project implementation.

Key responsibilities include managing project operations, fostering partnerships among local businesses, public institutions, civil society organizations, and academic entities, and promoting digital skills development.

MAIN TASKS AND RESPONSIBILITIES

Strategy and Planning:

  • Demonstrate visible leadership and adherence to ITP’s core values, principles and strategy.
  • Set direction by prioritizing and organizing actions & resources to achieve objectives.
  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcome.
  • Ensure cross program communication and learning.

Program Management:

  • Ensure program implementation is on time, on target and on budget, using effective MEAL systems to demonstrate the desired impact.
  • Ensure that program implementation is responsive to the beneficiaries, partners and consistent with ITP’s program guidelines, principles, values, quality standards and vision.
  • Provide leadership and direction to the program staff and support the Executive Director to strengthen program strategies, program quality, partnerships, and accountability in accordance with ITP’s and donor policies.
  • Manage and maintainongoing program management and administration.
  • Ensure that regularmonitoring of projectactivities and project impact is undertaken.
  • Oversee program implementation strategies, including partnership frameworks, beneficiary targeting, distribution processes and capacity building of partners as needed.

Team Management:

  • Build a cohesive team spirit and culture among staff and delegate functions and responsibilities to them while ensuring achievement of program objectives.
  • Maintain effective and positive internal communication with ITP’s staff, this includes ensuring open and harmonious communication all the different departments and programs.
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Contribute to team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.

Finance and Compliance Management

  • Ensure compliance and transparent use of resources in compliance with donor and ITP regulations.
  • Monitor adherence to grant agreements, ITPs’ policies and procedures and relevant external rules and regulations, including those of the Government of Kosovo.

Supervisory Responsibility: DIG-4K team members

Reports Directly To: Executive Director

Works Directly With: Six implementing partners, ITP’s: Operations Unit,

Finance & Compliance Unit, and the Technical Support/Business Development Unit.

REQUIRED QUALIFICATIONS, COMPETENCIES, AND EXPERIENCE

Qualifications

  • Bachelor’s degree in a relevant field (e.g., Business Administration, Project Management, Information Technology, or related disciplines); master’s degree preferred.
  • Professional certification in project management (e.g., PMP, PRINCE2)is an advantage.

  • Leadership Skills: Proven ability to lead diverse teams and manage cross-functional collaboration effectively.
  • Strategic Thinking: Strong analytical and strategic planning skills to drive project vision and objectives.
  • Communication Skills: Excellent verbal and written communication skills for engaging with stakeholders and presenting project information clearly.
  • Problem-Solving Abilities: Demonstrated capacity to identify challenges and implement innovative solutions in dynamic environments.
  • Interpersonal Skills: Strong relationship-building skills to foster collaboration among various stakeholders.
  • Adaptability: Ability to thrive in a fast-paced, changing environment and adjust strategies as necessary.

Experience

  • Minimum of 5 years of experience in project management, preferably in digital innovation, entrepreneurship, or capacity building.
  • Demonstrated experience managing large-scale projects with multiple stakeholders, particularly in the context of socio-economic development.
  • Familiarity with the digital landscape and trends in technology, especially in relation to MSMEs and public sector entities.
  • Experience in budget management, financial reporting, and compliance with organizational and donor regulations.
  • Proven track record of conducting evaluations and assessments to measure project impact and effectiveness.

Expected start date: 1 January 2025

Project Duration: 48 months
