Background

Healthier Kosovo Project is a joint initiative implemented by the United Nations Development Programe (UNDP), World Health Organization (WHO) and the United Nations Volunteers (UNV), funded by the Government of the Grand Duchy of Luxembourg. The project aims to reduce the environment-related disease burden on Kosovo population’s health and support the transition to a more resilient society in the face of environmental health threats, including air pollution, COVID-19-related waste in health facilities, and climate change impacts on health.  The project will support Kosovo institutions to have effective governance in environment and health with inclusive evidence-based planning, implementation and monitoring of air pollution impacts on health as well as support people to adopt behaviors that are healthy and that increase resilience to potential threats from environmental pollution. This will be achieved through the provision of technical assistance and capacity development to the institutions relevant to environment and health issues thereby accelerating the legal implementation. The project also focuses on capacities and strengthening of awareness of local Civil Society Organizations (CSOs) to be able to influence policymaking through innovative solutions.

One of the project's main objectives is to support the development of Local Air Pollution Reduction Plans, (LARPs) Strategies and Tools to minimize exposure to air pollution and contribute to the overall air quality management in pilot municipalities. Drafting of LARPs is made a requirement with the Draft Law on Air Protection.  Policy frameworks at the local level are limited and there is a need for addressing local contributors to air pollution. Without long-term, strategic actions in place, air pollution will remain a significant challenge resulting in hundreds of premature deaths and other negative social and economic effects. There are no local air pollution reduction plans in place at the local level, most of which are associated with a lack of financial, human, and technical resources.

UNDP Kosovo is committed to supporting local level institutional governance in tackling air pollution through the provision of technical assistance and capacity development. To this end, the project aims to engage a local consultant that will support the working groups of the municipalities of Fushë Kosovë/ Kosovo Polje and Obiliq/ Obilic in drafting and finalizing of the Local Air Pollution Reduction Plans (LARPs) in alignment with national strategies and frameworks.  The assignment, in addition to enabling the drafting of LARPs, aims to provide local civil servants with the necessary knowledge to develop air pollution reduction plans, strategies, and tools using learning and international best practices. In addition to the development of LARPs, the engagement entails delivering a capacity building workshop on the development of these frameworks and supporting the international consultant in desk research, data collection and analysis. 

Objectives of Assignment
The overall objective of this assignment is to: (1) Support the drafting of the Local Air Pollution Reduction Plans (LARPs) in the municipalities of Fushë Kosovë/ Kosovo Polje and Obiliq/ Obilic in alignment with national strategies and frameworks, and in close coordination with the working groups; (2) Deliver a capacity building workshop to the local staff of the two pilot municipalities on how to develop air pollution reduction plans and tools.

Duties and Responsibilities

Under the direct guidance of the Healthier Kosovo Project Coordinator and Inclusive Growth and Climate Resilience programme team at UNDP Kosovo, the Local Consultant will:

      1. Providing a work plan at the start of the consultancy, which clearly indicates the methodology and anticipated target outputs.

      2. Providing support to the International Consultant in conducting desk research and compiling the report  on the local air   

          pollution in the municipalities of Fushë -Kosovë/Kosovo Polje and Obiliq/ Obilic, including:

  • Review of national and subnational legislation and frameworks on air pollution
  • Collect data on air pollution situation at the local level and related information that will support the development of the LARPs for the two municipalities
  • Consult Municipalities, CSOs, professional organizations and business community and other relevant stakeholders

       3. Deliver a capacity building workshop on the development of strategic documents such as LARPs, strategies, tools, policies etc.

  • Facilitate and deliver a capacity building workshop for both municipalities

       4. Developing in close cooperation with the working groups from the municipalities of Fushë Kosovë/ Kosovo Polje and Obiliq/ Obilic local air pollution reduction plans (LARPs)

  • Reviewing and analyzing municipal relevant sectoral documents and priorities.
  • Identifying and analyzing the measures of reducing air pollution and their prioritization
  • Conducting consultations, meetings, and workshops with UNDP/Municipalities, CSOs, professional organizations and business community to identify communities and sectors that might be at risk from the impact of air pollution and exploring adaptation and mitigation opportunities.
  • Conducting workshops with working groups of the two selected municipalities to prioritize the key areas/sectors for the pilot LARPs
  • Drafting of the LARPs. 

       5. Validation workshop with stakeholders for the developed LARPs

  • Organizing and conducting the validation workshop with stakeholders for developed LARPS
  • Addressing any comments/feedback for LARPs for both Municipalities.

Remuneration - Lump Sum Amount

The Contract is based on lump sum remuneration and shall be processed subject to completion and validation of deliverables as per the schedule listed below: 

  • 20% upon completion and validation of deliverable 1
  • 20% upon completion and validation of deliverable 2 
  • 40% upon completion and validation of deliverables 3 and 4  
  • 20% upon completion and validation of deliverable 5

Required Presentation of Offer: 

The following documents are requested:

  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references. 
  • Technical proposal, a max. 2-page document briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe.
  • Financial Proposal that indicates lump sum payment based on completion of deliverables.  
  • Copy of Diplomas and copy of Passport.

Criteria for selection of the Best Offer

Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30.

Required Skills and Experience

Education:

  • Advanced university degree in Environmental Science, Social Science, Agriculture, Energy, Policy Development, Economics.

Experience:

  • At least 5 years of relevant experience in development work, which should include programme management
  • A track record in previous/similar projects
  • Broader understanding of the development of institutions in Kosovo and in the region.

Language requirements:

  • Fluency in English with excellent written and oral communications skills.
  • Knowledge in Albanian language is mandatory.

Proficiency in standard computer software.
