Call for expressions of interest
The GIZ project “Sustainable Municipal Services (SMS 2.0)” invites qualified companies to submit expression of interest in providing framework consultancy services to draft Solid Waste Management Plans for Kosovo municipalities.
The amended Waste Law (2012) is the legal base for municipal waste management activities in Kosovo. According to this Law, Article 15.1, it is the task of the municipalities to compile SWMP. Municipalities have contracted the collection service to regionally organized municipal public owned enterprises (PoE) and partly to private companies. Some have their own landfill, while others are depended on KLMC, the national public enterprise managing landfills.
Initially starting with seventeen pilot municipalities, SMS 2.0 program supports scaling up SWMP drafting or revision process to other Kosovo municipalities on demand basis. Of 38 Kosovo municipalities, the following municipalities do not have SWMPs: Viti/Vitina, Partesh/Partes, and Mamushe/Mamusa, whereas Gjakove/Djakovica and Junik/Junik municipality will revise their plans. Hence, at this stage the aforementioned municipalities shall be supported to draft and revise their SWMPs.
The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Request for drafting Solid Waste Management Plans” for Kosovo municipalities.
Based on the outcome of offers, GIZ/SMS project will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.
REQUEST FOR INFORMATION
1) Proof of company`s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response.
2) Companies should submit names of 5 municipalities to whom they have provided similar products as required by the GIZ/SMS project. Companies should note that referees may be contacted by the GIZ/SMS project at any time.
Interested companies are invited to submit expression of interest in English language.
The deadline for submitting the application is 19.07.2019 at 15:00 through a closed envelope to GIZ offices in Prishtina, Rr. Anton Ҫeta Nr. 1, labeled “Expression of Interest in providing framework consultancy services to draft Solid Waste Management Plans for Kosovo municipalities VN:83328435”.
Only shortlisted companies will be notified for further application procedures!
