USAID’s Local Effective Governance Activity
Background: The Local Effective Governance Activity (hereinafter referred to as “Activity”) is a five-year program funded by the United States Agency for International Development (USAID) and It is implemented by International City/County Management Association (ICMA).The Activity’s overall purpose is to strengthen the operations and inclusiveness of municipal governance in municipalities with non-majority communities in Kosovo: Gračanica/Graçanicë, Štrpce/Shtërpcë, Novo Brdo/Novobërdë, Klokot/Kllokot, Parteš/Partesh, Ranilug/Ranillug, Istog/Istok, Klinë/Klina, Obiliq/Obilić, Dragash/Dragaš, Severna Mitrovica/Mitrovicë Veriore, Zvečan/Zveçan, Zubin Potok and Leposavić/Leposaviq.
Through this assignment USAID Local Effective Governance seeks for local implementers to identify economic opportunities and potential for inter-municipal cooperation on joint economic development.
The Local Effective Governance Activity seeks to bring together the partner municipal economic development authorities, in cooperation with other economic growth initiatives, to explore and strengthen inter-municipal cooperation on economic development and competitiveness.
Considering the momentum created by the Prime Minister’s “year of the economy” initiative, and his invitation to mayors to submit feedback on how the central government can support local economic competitiveness for a Government-Municipal forum during 2019, LEGA aims to bring together the partner municipal economic development authorities, to explore and strengthen inter-municipal cooperation on economic development and competitiveness. This activity is expected to facilitate two regional economic development roundtables with partner and non-partner municipalities to identify joint economic opportunities, including reviewing rankings on a range of municipal competitiveness products (e.g., Municipal Competitiveness Index, Public Pulse, etc.); identifying shared value chains across municipalities; identifying linkages between low growth and high growth areas; exploring where geography supports a cooperative approach to economic development across municipalities; and facilitating access to central level subsidies and grants to support local economic development.
The selected contractor shall deliver to LEGA the following deliverables
- Two regional local economic development roundtables including the following: (Venue, catering and refreshments, Moderator, Translation and interpretation, Printing of materials and Other logistics
- Individual reports for reach of 14 partner municipalities on economic opportunities
- Individual reports for each of 14 partner municipalities on their potential for inter-municipal cooperation on joint economic development and improved competitiveness identified
- Follow up roundtable, with central level stakeholders to present the main findings and recommendations
- Final report
Eligible organizations include legally registered Kosovo non-governmental organizations (NGOs); Nonprofit; for-profit professional companies. For a detailed description, refer to the respective section of RFP#2_2019_ Local Economic Development

Submission of Application: Applicants should submit proposals in writing to Operations and Grants Director, via personal delivery, at the following project address: Sejdi Kryeziu Street, No. 23, Prishtina, 10000 by clearly marking RFP#02-2019 in the application envelope. Applicants should submit their proposal in English one (1) original print, as well as three (3) additional copies. The applicants are also required to submit an electronic (scanned) copy of their application via USB drive.The closing date for submission of proposals is 14:00 hours local time on August 19, 2019. Late applications will not be considered.
Activity intends to hold an information session allowing anyone interested in applying to the RFP to ask questions about the application process. The conference will be held on July 31, 2019 from 10:00-12:00 pm Sejdi Kryeziu Street, No. 23 Prishtina. All interested applicants are welcome to attend and should RSVP to firstname.lastname@example.org by July 30, 2019 to ensure space availability.
