In recent years, the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OSCE Mission) has been proactively participating in the development of the security and public safety sector in Kosovo. In order to facilitate the sustainability of progress made by the Kosovo Police (KP) and other law enforcement agencies the Serious and Organized Crime Section (SOCS) will continue to support the implementation of activities envisioned in the Kosovo Police Strategic Development Plan 2016-2020, Kosovo Strategy and action plan against organized crime 2018 – 2022 and other strategic documents related to domestic violence. The beneficiaries of this project will have the possibility to improve capacities and their expertise through different trainings and activities which will be based on best practices of European countries. The activities planned in this project will focus on areas related to effective tackling of terrorism, corruption, trafficking of human beings, drugs trafficking, domestic violence, serious and organized crime and transnational threats and improvement of co-operation at the international level by Kosovo Police. All activities will be developed and implemented in close co-operation and co-ordination with, inter alia, the staff of Kosovo Police as well as of other law enforcement agencies.
To ensure the objectives of the project, the SOCS from 04 to 08 November 2019, twenty (20) Kosovo Police officers specialized in domestic violence cases will complete a total of 5 days Training of trainers (ToT) for Kosovo Police officers on domestic violence risk assessment and Spousal Assault Risk Assessment (SARA).
The training will cover:
SARA and SARA screening. Recidivism and risk factors Risk of violence extended to other people (new partners, parents, relatives, friends) Risk of violence connected to disputes regarding the custody of children and the right to visit them Risk of violence connected to the release of the perpetrator Different forms of violence, escalation of violence and persecution
The aim of the training is to provide the potential trainers with knowledge and best practices on how to work effectively and in a structured way in accordance with SARA threat assessment. This training programme will enhance the capacity of Kosovo Police officers in taking the right measures in line with best international practices and procedures, in order to assess the risk of recidivism. Furthermore, participants will be able to pass on the knowledge to their colleagues within Kosovo Police.
The duration of consultancy is nine (9) working days between 11 October to 11 November 2019.
Tasks and Responsibilities
Under the supervision of the Project Manager, the international expert shall:
- Draft the training methodology and materials in consultation with SOCS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the SOCS comments and submit to the Project Manager and in electronic form/as agreed with the Project Manager
- Conduct five (5) days of Training of trainers (ToT) for Kosovo Police officers on domestic violence risk assessment and Spousal Assault Risk Assessment (SARA) for twenty (20) officers specialized in domestic violence cases and assist participants to deal with the challenges that they face
- Provide advice on the sustainability of the training programme in the relevant area to the SOCS
- Produce the final consultancy report and recommendations for further action.
- By 15 of October 2019 submit the final training plan satisfactorily incorporating the SOCS comments, if applicable, to the Project Manager in electronic form
- By 20 of October 2019 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire satisfactorily incorporating the SOCS comments and submit to the Project Manager and in electronic form/as agreed with the Project Manager
- From 04 to 08 November 2019 deliver five (5) days specialised training on domestic violence focusing on interviewing skills. The training will last from 9am until 4pm each day
- On 11 of November 2019 submit to the Project Manager the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the training programme in the relevant area, etc.
- Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the SOCS comments submitted to the Project Manager on time, in the agreed form and of satisfactory quality
- Training delivered as scheduled/planned in the requested format and of satisfactory quality as /requested/instructed by the Project Manager
- Positive feedback from the training participants (training evaluation questionnaire)
- The completed pre- course evaluation test and the training evaluation questionnaire
- The final consultancy report is submitted on time and of satisfactory quality. as requested/ instructed by the Project Manager
- University degree in Criminology, Sociology, Psychology or other similar qualification relevant to the topic
- Graduated from a police academy or police college
- Minimum five (5) years of relevant professional experience working on domestic violence and risk assessments
- At least five (5) years of training experience for law enforcement personnel
- Ability to operate windows applications, including word processing and e-mail
- Professional fluency in English
- Demonstrated ability and willingness to work as a team member, with without any cultural, religious or gender bias;
- Flexibility, adaptability and the ability to work under pressure and with limited time frames.
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
