Call for expressions of interest
The GIZ project “Sustainable Municipal Services (SMS 2.0)” invites qualified experts working within a legal entity (consultnacy/NGO) to submit expression of interest in providing consultancy services to support 6 Kosovo municipalities in implementing home composting.
The amended Waste Law (2012) is the legal base for municipal waste management activities in Kosovo. Under this law the municipalities are tasked to take over the responsibilities and activities of waste management.
In Kosovo, the physical composition of solid waste consists of up to 60% organic matter. Over the past few years, the SMS 2.0 project has initiated and piloted organic waste treatment through the introduction of composting together with several municipalities, in the efforts to extend the municipal service of waste management beyond basic services and reduce the volume of organic waste in collection, transport and landfilling of waste.
Based on the successful results of the home composting pilot in Vushtrri, SMS 2.0 project supports extending home-composting to further Kosovo municipalities. 6 municipalities – Peja, Fushe Kosova, Rahovec, Drenas, Podujeva, Gjakova – fulfilled the criteria of a call for the implementation of home composting with the support of SMS 2.0 and have been awarded with 266 home composters (260 l) each as well as pledged their co-financing for procuring additional composters.
Hence, the aforementioned municipalities shall be supported in implementing home composting with capacity development for municipal waste management officials and operators on introducing and monitoring home composting, advisory on increasing community awareness, backstopping during implementation and the procurement of composters pledged as co-financing by the municipalities.
The checklist below provides further information about the conditions and expectations of the GIZ SMS 2.0 project. Based on responses to this Request for Information, GIZ will pre-qualify entities that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications.
Based on the outcome of offers, SMS 2.0 project will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.
REQUEST FOR INFORMATION
1) Proof of the entity’s legal status (registration and/or certification documentation), company/NGO details (name, postal address bank information etc.), date of incorporation within their initial response.
2) Two samples of conducting measures on composting at a local level in the area of waste management, including the names and contacts of counterparts (e.g. municipalities) whom the services were provided. Referees may be contacted by the SMS project at any time.
3) Proof of previous experience with procurement procedures for goods/equipment.
Interested companies are invited to submit expression of interest in English language.
