Rule of Law, Democracy and Good Governance Advisor

The overall purpose of the post

Acting on behalf of the German Government, the Project ‘Support to EU-Integration Reform Processes in Kosovo’ contributes to the implementation of the Stabilization and Association Agreement(SAA) and the EU accession process of Kosovo. It builds upon three previous projects: ‘Support to the European Integration Process, ‘Legal and Administrative Reform,’ and ‘Good Financial Governance in Kosovo’. The overall objective of the project is to support the Government of Kosovo in strengthening its public administration to implement EU-related reforms in areas of harmonized policy implementation with the SAA, administrative enforcement, access to justice, and environmental governance.

The joint co-financed Multi-Donor Action by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ), which will be implemented by GIZ, will support the public administration of Kosovo to implement administrative burden reduction agenda. The objective is to improve coordination, deregulate and promote digital approaches to better service delivery for businesses and citizens.

The Rule of Law, Democracy and Good Governance Advisor will be in charge of providing technical advice and organizational support to the selected partner institutions for strengthening their capacities and the organizational setup.

Main tasks and responsibilities

The Rule of Law, Democracy and Good Governance Advisor will be responsible for:

  • Ensuring effective project management cycle of the digital aspects of the activities, by developing the efficient workflow of various project processes, while tracking the projects’ progress through regular monitoring, evaluation, and reporting;
  • Provide technical expertise to the project team and implementing partners on the topics of access to justice, free legal aid, rule of law, EU integration, anti-corruption, and capacity-building interventions.

The Rule of Law, Democracy and Good Governance Advisor will be responsible for the following tasks:

Project implementation:

  • Planning, managing and coordinating the implementation of the component on access to justice, activities regarding the implementation of the Stabilization and Association Agreement(SAA) and the topic of anti-corruption based on the project outputs, including oversight and guidance of external service providers and experts to achieve project results;
  • Developing comprehensive project work plans, monitoring the progress of implementation of activities, including monitoring of the financial resources to ensure the accuracy and reliability of reports;
  • Supporting the implementation of the project activities, including drafting terms of references (ToR), technical specifications, estimation of costs, and technical assessments of offers as needed;

Technical Implementation;

  • Providing professional and technical expertise on the implementation of the component on free legal aid, SAA implementation, anti-corruption and other legal topics that might occur during the project implementation;
  • Conceptualizing capacity development and other formats jointly with partners institutions;
  • Developing innovative ideas on how to meet the partner's needs in a way that aligns with GIZ and BMZ policies and priorities.

Networking and coordination

  • Maintaining productive relationships with project partners, including, but not limited to the Agency for Free Legal Aid and the Victims Advocacy and Assistance Office, and the Office of the Prime Minister;
  • Engaging proactively and facilitating communication with and amongst relevant institutional partners as well as within GIZ.
  • Performs other tasks at the request of the project leader.

Required qualifications, competencies and experience

Qualifications

  • University degree in Law;
  • Certifications or proven experience in the area of legal aid, EU Integration, and anti-corruption are an asset.

Professional experience

  • At least five years of professional experience in a similar position;
  • Experience working with public administration;
  • Relevant professional experience in at least one of the following areas: free legal aid, SAA implementation, and anti-corruption.

Other knowledge, additional competences

  • Familiarity with and extensive ability to network with key stakeholders and government officials;
  • Ability to deliver quality work under tight deadlines;
  • Excellent communication and advisory skills;
  • Ability to work in a multicultural team;
  • Excellent knowledge of Microsoft Office;
  • Excellent command of English and Albanian; command of German is an added value.
