Summary of Position

IREX seeks a qualified Accountant to support a five-year USAID-funded Private Sector-Led Workforce Development (PSWD) Activity in Kosovo. The activity will seek to harness the leadership of the private sector as a change agent to develop sustainable and innovative models to develop the Kosovo workforce in partnership with technical and vocational education and training (TVET) institutions.

Under the guidance of the Finance and Operations Manager, the Accountant will execute general administrative duties necessary for effective business development efforts. To include, but not limited to, proposal administration and coordination, meeting logistics and agreements, execute research and writing assignments, prepare proposal document, manage sales and development databases, actively monitor government contract portals, and identify proposal opportunities.

Under the supervision of the Finance and Operations Manager, the Accountant will provide administrative support to program activities and the daily functioning of the project office, including logistics, procurements, coordinating program events, and taking minutes of meetings.

Your Background & Skills

  • Minimum of a bachelor’s degree in accounting or relevant discipline.
  • Minimum of 3 - 4 years of experience in finance on USAID-funded projects and knowledge of relevant USAID regulations.
  • Knowledge of accounting and finance principles, including Generally Accepted Accounting Principles (GAAP).
  • Knowledge of local laws and regulations.
  • Experience with QuickBooks is strongly preferred.

  • Demonstrated ability to track and manage partner budgets and alignment with donor regulations.
  • Ability to follow oral and written instructions.
  • Ability to read and interpret regulations and procedures and clearly communicate them to others;
  • Ability to collect and input data into computerized databases and spreadsheets.
  • Demonstrated research, analytical and presentation ability
  • Ability to work independently and as a team member, take initiative, meet deadlines, and maintain flexibility; -
  • Ability to make decisions and solve problems under pressure.
  • Proven organizational skills and the ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize.
  • Ability to plan, organize and prioritize work based on identified priorities.
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel).
  • Fluency and comfort (both oral and written) in English is required.
  • Positive attitude and willingness to support and assist colleagues.

Your Daily Tasks

Budget, Financial and Project Compliance

  • Manage invoices and payment process, ensuring all documentation is accurate and prepared properly and in accordance with IREX and USAID policies and procedure and local laws.
  • Establish, maintain, and coordinate the implementation and maintenance of accounting and accounting control procedures.
  • Review all incoming invoices and ensure timely payment of payables.
  • Verify accuracy of all payment requests and ensure proper allocations of expenditures to funding source and expense categories.
  • In coordination with the Grants & Contracts Officer & the Finance & Admin Assistant, contact vendors to discuss invoices and payments and resolve discrepancies, as required.
  • Follow up on service providers invoices including water, electricity, landlines, cellphones, internet, etc. making sure all invoices are received and paid on time.
  • Follow up with vendors for timely collection of checks.
  • Follow up with health insurance on status of their invoices.
  • Conduct regular petty cash payments.
  • Manage and prepare payroll and salary slips.
  • Manage filing of financial and accounting records
  • Ensure all financial reporting deadlines are met.
  • Compile and analyze financial information to prepare monthly financial reports and cash and bank account reconciliation.
  • Assist with the monthly project expenditure projections.
  • Assist the Finance & Operations Manager with preparation and coordination of annual audit process, and USAID compliance reviews.
  • In coordination with the Finance and Operations Manager, liaise with Kosovo Tax Administration and Kosovo Pension Savings Trust tax Departments and follow up on staff pension and income tax monthly remittances.
  • Prepare all VAT exemption letters, as appropriate.
  • Assist with preparations of customized financial transaction reports, as required.
  • Other duties as assigned.
