Purpose of Activity/Assignment:

Over the past ten years, Kosovo has developed a modern juvenile justice system that aims to treat children in contact with the law in a way that respects their human rights. The necessary laws, procedures, institutions, and capacities are mostly in place to handle these children in accordance with the relevant legal local and international standards. However, a number of challenges remain especially related to the lack of capacities to support the effective resocialization and rehabilitation of young offenders and prevention of reoffending, through the process of adaptation, life skills development and sustainable social reintegration of juveniles.

The independent evaluation report1 commissioned by the EU on the support to the Juvenile Justice System reforms-project (UNICEF-EU partnership), also highlighted the importance of developing programmes focused on the prevention of juvenile delinquency and reintegration of offenders and involvement of families, institutions and broader society to ensure beneficiary children reach their full potential. Although this has been reflected in the legal and policy framework throughout the reform process, it isn’t yet fully implemented in practice and many challenges remain with regards to providing effective education and rehabilitation for juvenile offenders in the Lipjan Educational Correctional Centres.

As part of the previous Juvenile Justice reforms project, with support of European Union, a new Education Correctional Centre in Lipjan was constructed and inaugurated in September 2017. Linked to the support to the reforms process, UNICEF provided technical assistance for development of its curricula, programme, internal rules and regulations, the house regimes as well as the job descriptions for the staff of the new Centre. Subsequently, in 2017 UNICEF supported the delivery of a basic training for the correctional and professional staff of the new Centre, so they could get used to the new work methods and systematic ways of working with juveniles residing in the centre.

Although the basic training sessions were organized in 2017 and training manuals are available, since then, the reform process has progressed further and there have been additional legal, policy and programme changes, while there was no further capacity building for the staff of the new Facility since then that would help them on effective delivery of services, their roles and mandates.

In response to the above context, the staff of the new Education Correctional Centre are planned to receive additional trainings, including on-job guidance as a crucial element on to increase the life skills of juveniles (similar to the UPSHIFT methodologies or other NGO support projects) and their opportunities for effective social reintegration, after they leave the Centre. In addition, there is a need for reviewing the programme and curricula of the new Centre, including the need for provision of continued refresher trainings and on-job guidance to the staff that would allow adequate interpretation and implementation of the new rules and concepts of work.

In this context, there is a need to engage a local consultant, who will bring the necessary technical expertise to review the programme and curricula of the new Centre and provide capacity building to the professional and correctional staff, including provision of continuous coaching, mentoring, on-job guidance on practical work with juveniles. This will enable the staff of the new Centre, to strengthen their knowledge and adapt to the new work methods that would enable better chances and opportunities for juveniles in their process of adaptation, life skills development and sustainable social reintegration.

Scope of Work:

Under the overall supervision of the Child Protection Officer, the local expert will provide technical expertise for capacity building of professional and correctional staff in the Education and Correctional Centre in Lipjan, to support their effective work with juveniles in the process of their adaptation, life skills development and sustainable social reintegration Within the scope of the work, the key expected outputs are to be achieved by this consultancy:

Review of the previously developed, curricula, programme, and training manual for the correctional and professional staff of the centre to align with the actual legislation and best practices in place.

Organise refresher trainings and continued technical support to the staff on appropriate interpreting and implementation of the new rules and concepts of reintegration work with juveniles.

Review and adaptation of the new work methods and roles and responsibilities of the staff in supporting juveniles in their process of adaptation, life skills development and sustainable social reintegration.

Provide continuous mentoring, coaching and on-job guidance to the staff of the centre on implementation of the reintegration programmes for juveniles.

Minimum Qualifications required:
Master’s degree in Social Sciences (Management, Economics, Psychology and/or Sociology)

Knowledge/Expertise/Skills required:

  • Advanced academic degree in Law, social science, statistics, or another relevant subject.
  • Knowledge and experience on Legal and Policy framework on Child Rights, Child and Social Protection and Justice for Children international and local context
  • Working experience with the Government, international agencies and donors in a technical expertise, advisory and capacity building role.
  • Desired experience working with UN agencies
  • Experience in project planning and design, implementation, monitoring and reporting.
  • Fluent in English language speaking and writing.
  • Excellent inter-personal relations and consulting skills.
  • Ability to work in a multi-disciplinary team and establish harmonious and effective working relationships.
  • Fluent in English language
