Operations Director
Chemonics is implementing the USAID-funded Kosovo Justice Activity, a 5-year project which started in August 2020. The purpose of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law.
Chemonics is seeking candidates for the position of Operations Director that will be responsible for a wide range of management, reporting, contractual, financial, administrative, and personnel duties while working under the direct supervision of the Chief of Party (COP). The term of assignment is for life of the project, subject to satisfactory performance. At all times candidates must adhere to, and act according to Chemonics’ Professional Code of Ethics(“Living Our Values”).
Duties and Responsibilities
The Operations Director will supervise and coordinate the work of administrative support staff, including finance manager, administrative assistant, and other administrative resources and personnel, as utilized during the project. It is imperative that the Operations Director demonstrate strong organizational skills and proven ability to work effectively in a fast-paced and dynamic environment.
- Administrative and operations management: Manage the work of administrative and finance staff, and other short-term support as needed to ensure effective project office operations. Manage local administrative staff to source vendors and providers to support office functions (equipment, furniture, utilities). Maintain project policy manual and emergency action plan, liaising with Chemonics’ Home Office. Serve as the point of contact and work effectively with project tax and legal advisors (legal, tax) to ensure project procedures and practices comply with current Republic of Kosovo regulations.
- Financial management: Participate in ongoing analysis, forecasting and review of project expenses, and manage accounting and finance records of in-country expenses. Review payment requests against supporting documents from procurement and subcontracts departments, ensuring that appropriate back-up documentations are submitted in accordance with Chemonics procurement and financial policies.
- Personnel Supervision: Manage the day-to-day activities of all administrative personnel in support of project teams and objectives. Ensure direct reportees receive appropriate mentorship and training to fulfill their responsibilities.
- Human Resources: Manage field office recruitment procedures in consultation with the project’s leadership and the home office. Maintain project administrative records as well as review and evaluate all personnel documentation, including, guidelines and policies related to personnel.
- Ensure project administrative and operations compliance with all FAR and USAID regulations.
- Maintain effective communications between staff and the Chemonics Home Office in areas of employment, financial, personnel, or other issues as they arise.
Required Qualifications
- University degree.
- Minimum 5 years of general management, financial management and subcontract oversight experience in a similar position to the tasks and responsibilities outlined above.
- Demonstrated knowledge and effective application of USAID regulations and procedures.
- Proven abilityto work professionally, constructively and collaboratively as part of team, meetdeadlines, communicate effectively, and deal with diverse partners (including high-level government officials, entrepreneurs and international donors).
- Strong writtenand verbal communications skills. Ability to coordinate with external partners,and monitor counterparts and subcontractors.
- Strong individual initiative and abilityto manage daily activities and achieve expectedresults with or without direct oversight.
- Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mail (Microsoft Outlook).
- English fluency. Albanian fluency required. Serbian proficiency is preferred.
