CALL FOR EXPRESSION OF INTEREST-83486193

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kosovo plans to carry out the procedure of selecting a service provider for the needs of the project EU4Digital - An accelerated digital transition for the Western Balkans Phase 1 (EU4Digital) and WiFi4WB Initiative.

The tender in question relates to:

Contractor (Company/Firm) registered in Kosovo to deliver equipment, set-up free public Wi-Fi networks and provide internet service.

- And for this purpose, addresses legal entities (companies) to express their interest in mentioned services.

EU4Digital is jointly financed by the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ). The implementation has started as of 1st September 2024 and will last for three years. The overall objective of the EU4Digital is to enhance digital connectivity and digital transition of the Western Balkan region, and an accelerated integration of the Western Balkans into the EU Digital Single Market. WiFi4WB is an integral part of the project with the goal to establish up to 500 free Wi-Fi networks in economies of the Western Balkan.

The objective of the foreseen assignments is to set-up minimum of 26 free Wi-Fi networks in the selected municipalities across Kosovo by providing:

• Equipment needed for set-up of Wi-Fi networks
• Installation of the equipment
• Internet service for the duration of the project
• Maintenance for the duration of the project

Exact number of municipalities or locations for set-up of Wi-Fi networks will be specified in detailed documentation which will be available to all companies upon request.

We kindly ask all interested companies to submit the requested documentation:

1. Company registration in Kosovo
2. Valid national license for fixed or mobile networks (telephony) provided by national regulatory bodies in the last 36 months from the date of the announcement
3. Declaration in case of tender consortium
4. Self-declaration of eligibility on request
5. Declaration of integrity on request
6. Annual turnover evidence (appropriate financial statements) minimum 940.000 EUR net on average (per year) in the last three financial years
7. Number of company employees (50 min. required) - proof from tax authority
8. List of reference projects/works – at least 2 projects on the set-up of Wi-Fi networks in public areas or other similar areas such as hotels, shopping malls, etc. with a minimum of 5 indoor and 5 outdoor access points in the last 36 months from the date of the announcement.
