JOB TITLE: Protection Monitoring Officer

DUTY STATION: Prishtinë/Priština
REPORTS TO: Program Manager/Executive Director
DURATIONOF ASSIGMENT: 31 December 2023 with possibility of extension
STARTING DATE: 9 October2023
PURPOSE
Advancing Together is providing support to the local and central level authorities in addressing the basic needs of Kosovo returnees in the areas of physical, legal and material safety, as well as, strengthening authorities’ capacities for the protection of returnee and displaced populations.
MAIN DUTIES AND RESPONSIBILITIES
- Provide legal counselling to vulnerable returnees and IDPs in accessing rights and services;
- Monitor and advocateon amendment of relevant legislation and policies for the interest of returnees/IDP’s;
- Provide analytical reporton thematic legal issues, interpretation, commentaries, opinions on relevant laws,bylaws, other legal documents and specific cases related to returnees and IDP’s;
- Monitor and reporton challenges of returnees/IDPs in accessing FLAA legal aid services;
- Conduct individual human rights monitoring aiming to identifygaps and challenges for returnees/IDPs and intervene with relevant authorities for resolution;
- Establishes regular communication with relevant institutional stakeholders, civil societyand agencies dealingwith legal aid;
- Performs other dutiesas assigned by Program Manager/Executive Director.
Required Qualifications
- University Degree in Law;
- Bar exam;
- Minimum two years ofprofessional experience in the field of legal or human rights monitoring;
- High level of interpersonal and communication skills and experiencewith various stakeholders and actors at various levels;
- Experience and proven ability to work independently as well as part of a team with people of differentethnicities, religions and cultural backgrounds.
- Valid driving license(B)
- Excellent written and oral knowledge of English, Albanianand Serbian languages.
