The Internationaler Bund e.V. (IB) for the project “Partnership approaches for development-oriented Training and labour migration (PAM) is looking for:

  • National Officer and Administrator (m/f)

Location: Prishtina, Kosovo

Type of contract: Freelance Contract Contract duration: 01.10.2022 to 31.10.2023

with the prospect of an extension until the end of December 2023.

The temporary project “Partnership approaches for development-oriented Training and labour migration (PAM) with the concept moto - Good Pedagogy, Good Education!” will be implemented by the IB and financed by GIZ-The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH. The project will be implemented in line with strategies of German Federal Ministry for Economic Cooperation and Development (BMZ), with the aim of opening new perspectives for people in the partner countries as well as improving local living conditions. The project aims to contribute on Capacity Development based on the European standards and new pedagogical concepts in the field of Early Education in Kosovo in cooperation with local partners. Additionally, our aim is to enable the cooperation between educational institutions in Kosovo with those in Germany and strengthen the cooperation among the education institutions between both countries.

Your tasks / responsibilities

  • Support the office on implementing activities based on 5 working packages of the overall project
  • Closely communication with national partners, stakeholders and German Embassy in Kosovo in coordination with the Project Coordinator and the Project Manager.
  • Support our project in events, meetings and workshops in close cooperation with the Technical Project Coordinator and the Project Manager
  • Administration of the implementation of workshops- and stakeholder activities including to organize workshops, meetings and working groups based on the needs of the project.
  • Advice and support for potentially and especially finally selected students on daily bases regarding the diploma recognition process in Germany, assist on translation and preparation of all documents needed.
  • Collaboration with (national & international) partners, stakeholders and experts
  • Administration of the selection process of students from University and as well as of the documents preparation for the recognition procedure to Germany.
  • Assist students by side in language trainings to achieve good sufficient German language level.
  • Organize the logistic for the selected students for practice study in Germany.
  • Administration of the office of the project in Prishtina including here project activities, administration and logistics in close cooperation with the Project Coordinator and the Project Manager.
  • Responsible on maintaining the administrative documents including financial and office logistic on daily bases in the office in Prishtina.
  • Preparing Monthly financial bookkeeping reports: Ensures sound bookkeeping tasks, taking into account legal framework and IB Organisation requirements and Selecting, checking, and verifying all financial documents (as well tax issues). Reporting to Project Manager and Technical Project Coordinator.
  • Basic reporting to Technical Project Coordinator and Project Manager.

Our requirements / Your qualifications

  • BA or MA on Social Sciences, Languages or Relevant studies
  • at least 3 years’ professional experience in a educational profession related to early education, carrier offices or related field
  • Working experience in Administration of projects and project offices.
  • Albanian language is a prerequisite. High proficiency in English language written and spoken, knowledge of German in an advantage
  • Professional use of MS office
  • Understanding of the stakeholder landscape and various value chains of the early education field in Kosovo
  • Proven good accounting and finance knowledge
  • Good proven organisational skills
  • Good presentation skills and good skills communication.
  • willingness to travel and readiness for consulting and coordination activities
  • Willingness to learn and work in a new cross-national environment.
