Deputy Chief of Party, USAID -Up to Youth Activity

United States Agency for International Development (USAID) Up to Youth Activityin Kosovo is a five-year, positive youth development activity working to empower youth to make a positive impact on their communities and build youthresiliency against risky behaviors. The program started in 2019. The Activity will Up to Youth works across nine municipalities in Kosovo to (1) mobilize youth to be catalysts for positive change by focusing on identifying, recognizing, and bringing together vulnerable youth who have the potential and will for positive change (2) develops life skills among youth by preparing youth to play active roles in their municipal and/or national economy, and (3) develop, build and support resilience partnersin fostering an environment for youth to engage in a positiveand meaningful way. This programis being implemented by Global Communities, an international development non-profit U.S. organization.

Global Communities is seeking an experienced Deputy Chief of Party (DCOP) to support technical and operational leadership for the USAID-funded Up to Youth Activity. The DCOP will be a key member of the Activity’s leadership team and will oversee severalday-to-day operations, including finance and administration; budget management; contract administration. This role will require a great deal of autonomy, integrity, and the ability to interact with a range of internaland external stake holders to ensure success of the program. Additionally, they will have great attentionto detail; strong management capabilities, and experience managing USAID projects.

The Deputy Chief of Party will reportto the Chief of Party or their designee, and will be based in Prishtina, Kosovo.

Responsibilities:

  • Provide financial management for all aspectsof the program;
  • Develop and maintain sound financial management systems in line with USAID rules and regulations and Global Communities’ policies and procedures, and accounting principles;
  • Manage the projectbudget ensuring all costs incurred by Global Communities are accounted for and in compliance with local laws;
  • Provide financial control,prepare and analyzebudgets, develop financial reports, and make recommendations to HQ on budget expenditures;
  • Maintain updated information regarding grants and contracts, reportingrequirements and financial restrictions;
  • Provide oversight on all programrelated financial matters;
  • Ensure financial reportingis in accordance with USAID contractual requirements; and,
  • Oversee Operations and Administration staff, ensuring that functions are performed timely and accurately.


Qualifications:

  • Bachelors or advanced degree in accounting, finance or relatedarea; MBA in Finance or Accounting preferred;
  • Minimum of threeyears managing finance, preferably on a USAID funded program;
  • Six or more years finance department or international development experience with progressively increasing responsibility;
  • Demonstrated understanding of U.S. Government-funded contracts;
  • Demonstrated understanding of USAIDrules and regulations;
  • Strong managerial skillsand experience overseeing staff;
  • Ability to set up financialregulation systems with partner organizations to ensure the efficient and accurate disbursement of funds;
  • Demonstrated experience managingand implementing development projects focused on youth and community resilience, economic empowerment, preferably in the Balkans;
  • Demonstrated experience in working effectively in advance complex,politically sensitive activities; and,
  • Demonstrated experience in working effectively with partner and government representatives, donors and other stakeholders.
  • Experience with adaptivemanagement approaches
  • Fluency in Englishrequired.
  • Fluency in Albanian or other local language required.
