Economic Policy Director, USAID/Kosovo Economic Governance

Brief Description: IBI is seeking an Economic Policy Director for an upcoming USAID/Kosovo Economic Governance Activity. The Activity aims to strengthen economic governance and support business regulatory reforms to improve the competitiveness of Kosovo’s economy and advance Kosovo’s integration into regional, European, and Euro-Atlantic institutions and markets.

The Economic Policy Director will be responsible for overseeing and managing all BEE-related activities, ensuring the achievement of program objectives in collaboration with public and private sector stakeholders.

Key Responsibilities:

  • Lead strategic design and implementation of strategies and initiatives to improve the regulatory and policy environment for businesses, including streamlining business registration, licensing, and compliance processes.
  • Collaborate with Government of Kosovo agencies, private sector associations, and other stakeholders to identify and address barriers to business operations, including regulatory burdens, corruption, and inefficiencies.
  • Work closely with Government leadership to enhance public-private dialogue for improved regulatory transparency and business-friendly policies.
  • Support efforts to strengthen the capacity of government institutions to develop and enforce regulations that are conducive to business growth and economic development and reduce or eliminate barriers to trade.
  • Foster relationships with private sector stakeholders, including business associations, chambers of commerce, and individual enterprises, to ensure their active participation in the reform process.
  • Oversee the preparation of work plans, budgets, and reports for the BEE component, ensuring that all activities are completed on time and within budget.
  • Represent the program in meetings, workshops, and conferences related to BEE reforms and private sector development.
  • Manage relationships with public and private sector counterparts, donors, and other stakeholders to ensure the successful implementation of BEE activities.

Qualifications:

  • Advanced degree in economics, business administration, public policy, or a related field preferred; a bachelor’s with additional work experience will also be considered
  • At least seven (7) years of relevant experience in BEE reforms, economic governance, or private sector development, with a focus on improving regulatory frameworks and reducing barriers to business operations
  • Proven experience as a team leader for USAID-funded programs or similar donor-funded initiatives, with a focus on business environment reforms, economic governance, or related areas
  • Strong understanding of international best practices in business enabling environment reforms, including regulatory transparency, public-private dialogue, and policy development
  • Demonstrated ability to work effectively with government officials, private and civil society sector partners, and international donors in complex environments.
  • Excellent communication, leadership, and interpersonal skills, with the ability to build positive working relationships with diverse stakeholders
  • Relevant experience working in Kosovo and knowledge of regional, European, and Euro-Atlantic institutions and markets
  • Strong communication, writing, presentation, and interpersonal skills are required
  • Fluency in spoken and written English and Albanian are required
