USAID Kosovo Compete Activity

STATEMENT OF WORK

Description of project:

USAID has awarded DT Global a five-year contract to promote resilient, self-sustaining market systems, and to facilitate the private sector’s improved competitiveness in local, regional, and global markets. Through USAID Compete Activity, DT Global will work to empower firms, organizations, and institutions to improve market systems. USAID Compete will focus in three key export-oriented sectors (Information and Communications Technologies (ICT), wood, and food processing) to sustainably increase their competitiveness. By working to address constraints across the system, USAID Compete will enable scalable and systemic change to occur, stimulating job creation and private sector increased ability to engage in local, regional, and international markets. The expected results of USAID Compete across all three sectors are: 1) market systems are strengthened to increase sector competitiveness and 2) market actors within those market systems are more productive and competitive.

Background of the assignment:

Ministry of Industry, Entrepreneurship and Trade (MIET) and Association for Information and Communication Technology of Kosovo (STIKK) have recently signed the extension of the contract for the use of the business incubator in Bërnica (Tech Park Pristina). This incubator with a total area of ​​3930m2, will be used by STIKK for the next 5-year period, in order to contribute and facilitate the creation of potential sustainable businesses, which offer joint services in entrepreneurship, business support services, advancement of skills and technology as well as other issues related to the incubator. Considering the overall objective of the Tech Park Pristina to create a concentration of talent, know-how, business connections, and entrepreneurial energy to promote the growth and development of the ICT industry in Kosovo, there is a pressing need to have a business strategy to better consolidate the Tech Park Pristina.The development of a comprehensive business strategy is paramount to the successful consolidation, management, and operation of Tech Park Pristina.

To attempt to address the constraint, the USAID-funded Compete activity is seeking a Short Term (STTA) International Expert on Business Strategy for Business and Technology Park(s) (hereinafter referred to as “Expert”). This engagement entails close collaboration between the "International Expert on Business Strategy for Business and Technology Park(s)" and the "Local Expert" to ensure alignment of findings and recommendations with the local context.

General Responsibilities

The Expert will be contracted by USAID Compete Activity to:

  1. Conduct an analysis of best practices in tech park management and administration.
  2. Develop recommendations for improving Pristina Tech Park’s management and administration, including governance structure, policies and procedures, and overall strategy.
  3. Develop recommendations for services that can be provided to tenants and businesses to improve their experience and help them succeed, such as access to capital, mentorship, and networking opportunities.
Specific Tasks and Responsibilities

The Expert is responsible for the following tasks:

  1. Conduct an analysis of best practices in tech park management and administration.
    • In coordination with relevant stakeholders, conduct an assessment of the current state of the existing documentation regarding the Pristina Tech Park management and strategy.
    • Examine case studies of successful tech parks to extract key lessons learned and best practices that are most relevant and applicable to Kosovo's context.
  2. Develop recommendations for Pristina Tech Park’s management and administration, including governance structure, policies and procedures, and overall strategy.
    • Conduct coordination meetings with local relevant stakeholders in Kosovo to gain a deeper understanding of the ICT landscape in Kosovo.
    • Develop recommendations for improving Pristina Tech Park’s management and administration, including governance structure, policies and procedures, and overall strategy.
  3. Develop recommendations for services that can be provided to tenants, startups, and businesses to improve their experience and help them succeed, such as access to capital, mentorship, and networking opportunities.
    • Examine best practices from other successful tech parks to identify services and programs that can be implemented at Pristina Tech Park to improve the experience of tenants and businesses, by tailoring these recommendations to Pristina Tech Park's specific context, taking into account local culture, politics, and economic conditions
    • Identify potential partners and resources that STIKK can leverage to implement these services and programs.
Key Deliverables/Outputs

Outputs and deliverables for this position are:

  1. Comprehensive report presenting case studies of successful tech parks worldwide.
  2. Identification and analysis of key lessons learned and best practices relevant and applicable to Kosovo's context.
  3. Summarized findings highlighting specific strategies, approaches, and policies that can be adapted to enhance Pristina Tech Park's management and administration.
  4. Identification of specific services and programs that can be implemented at Pristina Tech Park to improve tenant and business experiences, customized to the specific context of Pristina Tech Park (in coordination with the Local Expert)
  5. Identification of services such as access to capital, mentorship, and networking opportunities, addressing the needs and aspirations of tenants and businesses.
Minimum Education RequirementRelevant university degree in Management, Economics, Information Technology
Minimum Professional Experience
  • Strong Information, Communication and Technology sector knowledge
  • Substantive technical experience of more than 10 years supporting tech business parks in leading and/or consultancy roles.
  • Knowledge and experience of the ICT with Western Balkan focus is a distinct advantage.
