Chemonics International seeks an Accountant for the U.S. Agency for International Development (USAID)-funded Kosovo e-Governance (KeG) Activity. The purpose of this Activity is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo (GoK), by clarifying institutional roles and processes, strengthening institutional capacity to deliver services, and engaging civil society and the private sector. The activity will set a direction that will accelerate the transformation into an agile digital government, which ensures that Kosovans receive high-quality, efficient, and accessible government services. Position Description:
The Accountant will work under the supervision of the Operations and Finance Director to administer all financial tasks as described below as well as other duties assigned by the supervisor.
Responsibilities:
- Maintain and effectively manage KeG finance systems, including trackers, procedures, and forms and conduct regular reviews of finance processes to identify opportunities for improvements.
- Ensure KeG financial procedures are in compliance with the most recent USAID financial regulations and procedures.
- Maintain liquidity of funds, compliance with audit requirements, and providing regular financial reports.
- Enter and process the monthly field office project expenditures (locals) in ABACUS software
- Handle vendors’ and suppliers’ accounts including invoices, general ledger maintenance, journal entries and account reconciliation. Carry out correct and timely payments to vendors and service providers.
- Process expense reports and assist with financial tracking of local subcontractors and fixed price contracts, in-country travel and training expenses.
- Prepare checks, receipts, and journals, and assist with entering payments in financial accounting and banking systems.
- Ensure all financial documentation is filed (securely) in both hard copy and scanned and saved in digital project files in SharePoint.
- Review field staff timesheets and ensure accuracy of the information included, maintain and track annual and sick leave database.
- Prepare letters, correspondence, requisitions and other forms of documents for signature as required.
- Complete monthly VAT reports for submission to the local tax administration.
- Other duties as assigned by supervisor.
Qualifications:
- University degree in accounting, banking and finance, financial management, or related field
- Minimum (3) years of accounting or financial management experience performing in a similar position, preferably for donor funded projects.
- Proficiency using Microsoft Word, Excel, PowerPoint, Outlook, and accounting software systems
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
- Excellent communication, writing, and interpersonal skills.
- Demonstrated leadership, versatility, and integrity.
- Proficient written and oral English required.
