Engagement of experts in the training program for union representatives

Background

Solidar Suisse Southeast Europe (SEE), in collaboration with the Federation of Trade Unions of the Private Sector of Kosovo (FSPTSK), is implementing a training program to empower 20 union representatives in Kosovo. This program is designed to enhance their capacities in union management, advocacy, and workers' rights. The training will consist of four modules, each delivered over two days, to ensure a comprehensive and practical learning experience.

The program will engage experts from Kosovo and regional countries, including Albania, North Macedonia, Bosnia and Herzegovina, and Montenegro, Serbia to develop and deliver training modules, ensuring the inclusion of diverse perspectives and expertise. One (1) international and (1) local experts are required to fulfill the program's needs.

Location: Kosovo/Prishtina

The assignment will take place in Kosovo, 5 days are assigned for the development of training modules (for international expert can be done online in cooperation with local expert, while the training (8 days) must be delivered on site)

The objective of the assignment

The primary objective of this assignment is to engage two experienced experts to design and deliver a four-module training program for union representatives in Kosovo. The experts will:

  1. Develop training content and materials for four modules.
  2. Deliver the training sessions to 20 union representatives.
  3. Provide practical examples and case studies from their respective countries.
  4. Align the training content with the strategic goals of FSPTSK.
  5. Support the certification process for participants.

Scope of work

The experts will be responsible for:

  1. Module development:
    • Develop detailed content for the following four modules:
      • Basics of unionism.
      • Advocacy and negotiation skills.
      • Organizational management.
      • Legal frameworks and workers' rights.
    • Incorporate best practices and case studies from regional countries.
  2. Training delivery:
    • Deliver each module over two days, ensuring active participation and engagement.
    • Facilitate discussions, group activities, and practical exercises.
  3. Reporting and certification:
    • Prepare a report summarizing the training sessions, including feedback and recommendations.
    • Collaborate with Solidar Suisse SEE to certify participants upon completing the training.

Expected deliverables

  1. Detailed training materials and presentations for all four modules.
  2. Four training sessions will be delivered, each spanning two days.
  3. Final report summarizing the training outcomes, participant feedback, and recommendations.
  4. Support for the certification process.

Timeline

The assignment is expected to take place over 13 working days per expert (5 days preparation of the training modules and 8 days training) (2 months) May –June with the following tentative schedule:

  • Week 1-2: Development of training materials.
  • Week 3-7: Delivery of training modules.
  • Week 8: Submission of the final report.

Note: For regional expert accommodation and travel will be covered during the training

General requirements (applicable to both experts)

  • Advanced degree in labor studies, industrial relations, law, political science, social sciences, or a related field.
  • At least five years of experience in labor rights, trade union training, advocacy, and negotiation.
  • Proven experience in designing and delivering training programs for trade unions, worker organizations, or labor rights institutions.
  • Strong understanding of labor laws, collective bargaining, and workers’ rights, particularly in the Western Balkans region.
  • Excellent facilitation and presentation skills with the ability to engage diverse audiences.
  • Experience in developing training materials, including case studies and practical exercises.
  • Proficiency in English, with knowledge of Albanian or other regional languages considered an asset.

Specific requirements for the international expert

  • Extensive experience in international labor rights frameworks, best practices in unionism, and comparative approaches to advocacy and negotiation.
  • Knowledge of labor movements and trade union structures across different countries, particularly in Southeast Europe.
  • Ability to provide comparative case studies from countries such as Albania, North Macedonia, Bosnia and Herzegovina, and Montenegro.
  • Experience working with international labor organizations, trade unions, or institutions such as the ILO, ITUC, or regional labor networks.

Specific requirements for the local expert

  • In-depth knowledge of Kosovo’s labor laws, trade union structures, and collective bargaining processes.
  • Strong experience working with local trade unions, worker organizations, or labor-related institutions in Kosovo.
  • Understanding of the socio-political context affecting workers' rights and unionization in Kosovo.
  • Ability to provide locally relevant case studies and examples in line with the training objectives.
  • Proficiency in Albanian and/or Serbian, with English language skills being an advantage.

Submission requirements

Interested experts are invited to submit the following:

  1. A technical proposal, including:
    • Approach and methodology for module development and delivery.
    • Proposed timeline.
  2. A financial proposal specifying fees for development and delivery.
  3. CV(s) highlighting relevant experience and expertise.
  4. Portfolio or examples of previous relevant work.

Evaluation criteria

Proposals will be evaluated based on the following criteria:

  • Understanding of the assignment and proposed methodology (30%).
  • Relevant experience and qualifications (40%).
  • Cost-effectiveness of the financial proposal (20%).
  • Timeline and deliverability (10%).
