Expression of Interest for
National Cultural Heritage Consultant

The Community Development Fund (CDF) is seeking a National Cultural Heritage Consultant with the following details and information.

Project Name: The Cultural Renaissance from Skadar Lake to Kosovo -TIME TRAVEL;
Position: Cultural Heritage Expert;
Type of employment: Individual consultant services (external):
Location: Kosovo
Application deadline: 28 April, 2023
Commencement date: 01 May 2023
Duration of contract: 35 working days (over a two- year period)

Project Background

The Community Development Fund (CDF) was awarded a grant contract by the Government of Montenegro, Ministry of Finance and Social Welfare, Directorate for the Finance and Contracting of the EU Assistance Funds (CFCU) within the Cross-Border Cooperation Programme Montenegro Kosovo 2014-2020 under the Instrument of Pre-Accession Assistance (IPA II) funded by the Delegation of the European Union to Montenegro.

The project the Cultural Renaissance from Skadar Lake to Kosovo -TIME TRAVEL under the thematic priority number 3 of the programme Encouraging tourism and cultural and natural heritage will focus on tourism development through promotion of the cultural and natural heritage that will contribute directly to Improve the volume, quality and visibility of tourism related to valorisation of cultural and natural heritage and values.

To achieve this objective, the project will implement a wide range of activities from surveys to small scale works for improvement and visibility of the sites with a cultural and natural value that will be open to public and visitors in order to increase the attractiveness of the tourism offer primarily in the Municipality of Klina and along the cross-border area between Kosovo and Montenegro.

Main Tasks and Responsibilities;
- Inspecting at least 5 cultural & historic sites and structures to assess the project requirements of “The Cultural Renaissance from Skadar Lake to Kosovo -TIME TRAVEL”;
- Identify and support the development of up to 5 cultural thematic trails in Kosovo and initiatives to streamline cultural tourism interventions in Kosovo as per the regional and international standards and best practices and in line with the relevant legislation;
- Develop and manage processes and documentation for the efficient delivery of the heritage/project studies & work implementation that serve the wider needs for the tourism promotion and development;
- Oversees the management of companies engaged in the delivery of cultural heritage work including studies and other relevant interventions/implementation works;
- Coordinate, document and report on field work involving cultural heritage thematic trails protection;
- Prepare correspondence and documents relating to heritage survey;
- Preparation of interim and final reports;


Qualifications;
- A minimum of 7 years of working experiences in the NGO sector; in the tourism or cultural tourism areas preferably in the contract management and development of the sectoral strategies;
- Demonstrated experience and record of achievement in: cultural heritage & cross-border project management;
- Experience in cultural heritage and stakeholder management is an asset;
- Excellent planning and organizational skills: implementing processes to achieve goals and find effective ways to deal with anticipated outputs;
- Ability to conduct cultural heritage audits and develop plans that secure social, cultural, environmental and economic benefits is an asset;
- Excellent knowledge of English both written and spoken, knowledge of the Montenegrin language is an advantage.
