Information Management Officer

Employer: Norwegian People s Aid - Kosovo

Contract Period: One year (renewable depending on donor funding)

Location: Mitrovica South - Kosovo, with travel to other areas as required

ROLE PURPOSE:

Norwegian People’s Aid (NPA) is a humanitarian organization rooted in the Norwegian labor movement established in 1939. NPA is currently working in more than 30 countries around the world.

In Kosovo NPA runs a Mine Action and Disarmament programme that focuses on demining, in particular clearance of Cluster Munitions in northern Kosovo. The programme currently has funding from the Norwegian Ministry of Foreign Affairs, the U.S Department of State and European Union, and employs more than 80 national staff.

As we are expanding, we are looking for interested candidates for the position Information Management Officer to be based in Mitrovica, Kosovo.

Job Description:

The Information Management Officer leads on all aspects of Information Management for the NPA Kosovo programme, including data management and GIS. The Information Management Officer works directly in support of the Operations team but should also be prepared to support the programme management, when required. The Information Management Officer is also required to provide guidance on ICT needs for the NPA Kosovo programme and should act as IT focal point. The IM officer should adhere to the NPA global IM standards and ensure the programme is complying.

DUTIES AND ResponsibilitIES:

General responsibilities:

  • Database and Operational Statistics Maintenance
  • Geographical Information System (GIS)
  • System Development and Maintenance
  • ICT Support
  • Capacity Development of staff in IM and reporting

Specific duties:

Database management

  • Assist the Country director and Operations Manager in carrying out analysis of operational data when required.
  • Assist in managing the overall delivery of the data and information in an effective and efficient manner by working closely with the Global Information Management Adviser.
  • Submit monthly reports to HO via Survey123 after the CD’s Approval.
  • Ensure all GIS related dataset is maintained in a structured and hierarchical manner.
  • Ensure all reports on ArcGIS online are complete, consistent with standards and are of acceptable quality.
  • Maintain and update ArcGIS online group on a regular basis and ensure that the quality of the data is up to the set standard
  • Provide support and guidance on usage of the data and updated dataset to the external stakeholders, after it has been approved.
  • Maintain records of clearance conducted and ensure that data received from the field is valid, complete and accurate.
  • Conduct rigorous data analysis and develop operational maps and dashboards in-line with KPIs of the programme

Document management

  • Ensure all documents and reports produced from all sites are uploaded on the program’s SharePoint workspace following the file naming guidelines.
  • Carry out ongoing updates during operations to ensure availability of accurate and latest information which is used for decision making
  • Maintaining structured document management on SharePoint in-line with global IM standards

System Development and Maintenance

  • Design the data collection templates to suit needs of operations and formats to ensure that it is user friendly.
  • Conduct Quality Control and update datasets as required
  • Ensure compliance with NPA global policies and guidelines on Information Technology in cooperation with the Global Information Management Advisor.

ICT Support

  • Provide guidance on ICT needs of the NPA Kosovo programme and be the focal point for IT

Capacity Development

  • Conduct periodical IM related trainings to field data collection staff and other relevant staff on how to effectively use IM tools or any other trainings when necessary.

Other

  • Together with Operations Manager, Operations Supervisor and Quality Assurance officer participate in preparation and execution of Non-Technical Survey Operations, Impact Assessments and Community Liaison activities.
  • Any other tasks required by line manager in order to support the Kosovo programme.

Required qualifications AND EXPERIENCE:

Must have:

  • Bachelor degree in computer science and studies in information management
  • Sound IT knowledge
  • Data management experience
  • Experienced in computer handling and data acquisition
  • Understanding of computer maintenance and computer security software
  • A realistic and objective approach to new technologies and methodologies
  • At least 3 years of progressive working experience in any reputable organization or enterprise in the field of data management
  • Experience in using ArcGIS and MS Office applications
  • Fluency in English language – written and spoken

Desirable:

  • Fluency in both Albanian and Serbian would be an asset
  • Working experience in mine action programs would be an asset

Personal Competencies:

  • Capable of working independently and in groups or in remote locations
  • Cooperating ability with all relevant stakeholders
