Position Title: Accounting and Finance Specialist

Position Location: Pristina, Kosovo

Reports To: Director of Finance, Grants and Operations

Period of Performance: 2023-2028

Level of Effort: Long-term, full-time (260 days per year)

DT Global was recently awarded the 5-year USAID Kosovo funded-Investment Promotion and Access to Finance Activity in Kosovo. This program aims to strengthen the private sector’s capacity to deliver sustainable economic growth through two mutually re-enforcing objectives: 1) investment promotion and attraction; and 2) increased access and utilization of diversified finance. DT Global will apply a market systems development (MSD) approach to attract greater investment and increase access to finance in Kosovo. By achieving these two objectives, the Activity will strengthen the resiliency of the private sector, create productive jobs, increase exports, and enable firms to adopt new technologies and business practices.

Position Summary:

The Accounting Specialist reports to the Director of Finance, Grants and Operations. S/he monitors, tracks, and analyzes expenses with respect to approved budgets and work plans. S/he maintains financial records and supports the development of financial reports. Ensures that effective systems are in place in accordance with DT Global’s procedures and USAID regulations to allow adequate financial control for cash management, procurement management, and inventory and requisition procedures.

Primary Responsibilities:

  • Ensure that approved transactions are entered into ledger/accounting software daily in accordance with coding list provided in the Chart of Accounts.
  • Generate program expenditure reports on a weekly basis or as required.
  • Reconcile field and bank ledgers with accounting entries and escalate any issue to the supervisor.
  • Maintain proper filing system for financial documents and ensure all soft copies are appropriately saved in project’s files folder and that all posted vouchers are scanned and uploaded.
  • Monitor outstanding local advances and ensure they are cleared on a regular basis as required by DT Global policies.
  • Ensure all purchases have been made following DT Global purchasing procedures and have all relevant supporting documentation attached to payment requests.
  • Verifies all supporting documents before posting all transactions in accounting system.
  • Ensure payment vouchers are scanned and uploaded to storage databases on a daily basis.
  • Assist with reviewing and reconciling physical cash to the cash tracking sheet daily, and to the cash book weekly.
  • Ensure that cash books and supporting documents at month end are submitted on a timely basis.
  • Assist in monthly review and reconciliation of check register and bank books against bank statement.
  • Ensure all financial documents have been stamped appropriately when paid and all relevant receipts are collected from staff and suppliers.
  • Ensure all hard copies are properly archived, stored, and arranged for shipping to Home Office on monthly basis.
  • Assist in the preparation of monthly support documentation and month-end accounts.
  • Ensure that the month-end file is properly organized and completed with all the required documents.
  • Assist in facilitating any internal / external audits.
  • Assists in preparing the monthly payroll and the field office financial report.
  • Other tasks assigned by supervisor.

Education and Minimum Qualifications:

  • Minimum education: bachelor’s degree in a relevant field
  • Minimum of 1-3 years of experience in relevant field
  • Prior experience working on USAID-funded projects in the international development sector preferred.
  • Proficiency in Microsoft Office programs, particularly Microsoft Word, Excel, and Outlook
  • Experience with accounting software systems, preferably QuickBooks.
  • Experience in utilizing and developing financial management tools.
  • Demonstrated financial, accounting, planning and communication skills.
  • Demonstrated problem solving and analytical skills and good judgement.
  • Be proactive, have strong prioritization skills, and the ability to meet deadlines under pressure.
  • Fluency in English and Albanian required, knowledge of Serbian desirable.
  • Position open to Kosovo nationals only.
