Chemonics International seeks a Grants and Subcontracts Manager for the U.S. Agency for International Development (USAID)-funded Kosovo e-Governance (KeG) Activity. The purpose of this Activity is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo (GoK), by clarifying institutional roles and processes, strengthening institutional capacity to deliver services, and engaging civil society and the private sector. The activity will set a direction that will accelerate the transformation into an agile digital government, which ensures that Kosovans receive high-quality, efficient, and accessible government services. Position Description:

The Grants and Subcontracts Manager will provide oversight for all KeG grants and subcontract activities. They will be responsible for ensuring that all grant and subcontract activities are compliant with USAID rules and regulations and Chemonics procurement policies, and for the management and monitoring of all grants and subcontracts.

Responsibilities:

  • Manage the solicitation process for grans and subcontracts, including serving on selection committees, ensuring compliance with regulations and procedures, and overall confirming that the mechanism and selected partners are able to achieve the desired results.
  • Work in coordination with other team members including COP, DCOP, Operations and Finance Director, and Objective Leads to ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants and subcontracts.
  • Plan procurements, write appropriate specifications, evaluate offers, monitor contracts, and handle all post-solicitation activities, including all appropriate documentation.
  • Liaise between project staff and grant recipients, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning.
  • Support project staff with the evaluation of grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies.
  • Ensure proper negotiation of final terms and conditions for grants, and review and analyze budget estimates for allocability, reasonableness, and consistency.
  • Perform detailed reviews and audits of all grant receipts and subcontractor invoice documentation and ensure that expenses are incurred according to the terms of the signed grant/subcontract.
  • Manage the organization, tracking, and filing system of all grant and subcontract documents, making sure that appropriate documentation is included in each file
  • Responsible for overseeing the close-out of grants within required time-frames.
  • Other duties as assigned by supervisor.

Qualifications:  

  • University degree in business administration, management, finance, or related field.
  • Minimum (3) years of relevant experience working with grants and subcontracts, preferably for donor funded projects; USAID experience strongly preferred.
  • Excellent administrative, organizational, and multi-tasking skills.
  • Proficiency using Microsoft Word, Excel, PowerPoint, and Outlook.
  • Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
  • Excellent communication, writing, and interpersonal skills.
  • Demonstrated leadership, versatility, and integrity.
  • Proficient written and oral English required.
