USAID Kosovo Compete Activity

SCOPE OF WORK

Description of Project: Compete Activity is a five-year project funded by the United States Agency for International Development. It is implemented by DT Global, in consortia with Kosovo-based Recura Financials and US-based Canopy Lab. USAID Compete seeks to sustainably improve competitiveness in three key export-oriented sectors of wood processing, food processing and ICT. USAID Compete works to empower firms, organizations, and institutions to improve market systems. By working to address constraints across the system, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and private sector increased ability to engage in local, regional, and international markets. The expected results of USAID Compete across all three sectors are: 1) market systems are strengthened to increase sector competitiveness, and 2) market actors within those market systems are more productive and competitive.

Name of PositionSenior Expert on Export Finance and Guarantee Schemes

Key responsibilities

The Senior Expert on Export Finance and Guarantee Schemes (hereinafter “Expert”) will support the Kosovo Credit Guarantee Fund (KCGF) to launch and implement its newly established window, known as the Export Financing Facility (EFF). Additionally, the Expert is also expected to provide advice on the further enrichment of the EFF features, as applicable, and in close consultation with KCGF.

The Expert’s main responsibilities are as follows:

  1. Component 1: Support KCGF during launch and implementation phase of the EFF.
  2. Component 2: Support key employees of the partnering Registered Financial Institutions (RFIs), the Kosovo Banking Association (KBA), sector associations, and SMEs with tailored and relevant trainings and coaching sessions.
Specific Tasks and Responsibilities

The Expert is required to perform the following tasks:

Component 1:

  • Support KCGF staff to define, enhance, and prepare the necessary internal processes for launching the new EFF window.
  • Support KCGF staff with in-house trainings and coaching of the EFF key features.
  • Support KCGF on the further enrichment of the features of the new EFF window based on sound analysis and based on the existing fundamentals of the KCGF. Such may include but not be limited to:
    1. Documentary Business (Letter of Guarantee / Letter of Credit) and possible inclusion in the EFF window.
  • Support KCGF in any needed discussions with key partners and stakeholders for establishing and implementing the new window.
  • Facilitate and coordinate outreach and promotion work between KCGF and USAID Compete during launch and implementation phase of EFF.
    1. This will include working closely with a service provider that will support KCGF to promote the new EFF window.
  • Jointly with KCGF staff and USAID Compete team, capture results of the EFF progress. This will include preparing reporting to USAID Compete and other relevant partners, as needed.
  • Support KCGF with any other assigned task (in consultation with USAID Compete), regarding the functioning of the EFF.

Component 2:

  • In close coordination with KCGF, deliver focused trainings on EFF to key selected employees of RFIs, KBA, sector associations (wood, food, and ICT), interested SMEs, and any other relevant stakeholder.
  • Support partner RFIs and their key employees in assessing and understanding the specific export-oriented activities of SMEs, required funding, enhancing further employee knowledge regarding export financing.
  • Work with KBA to define and deliver relevant trainings to RFIs’ key employees on periodic basis, as needed.
  • Support sector associations (wood, food, and ICT) and interested SMEs through training sessions to enhance their knowledge of EFF and export-oriented SME funding, with a view to generating demand for the newly available funding.
Planned Outputs

Component 1:

  • Internal processes and work on KCGF launch prepared and finalized.
  • Further enhancements on the EFF window elaborated and presented to KCGF for consideration.
  • Commitment of key actors for the new EFF window secured.
  • Further staff capacity building on the new EFF window ensured at KCGF.

Component 2:

  • Trainings and coaching sessions to key selected employees (RFIs, KBA, Associations, and SMEs) regarding the key features of the EFF in several separate sessions successfully delivered.
  • A provisional pipeline of potential businesses with high potential and interest to access the EFF identified.
Required Level of EffortTotal level of effort is up to 70 days. The available days are subject to actual delivery based on needs and will be justified through monthly submission of timesheets, along with reasonable requests to present evidence of achieved deliverables to USAID Compete and KCGF for confirmation.
Minimum Education RequirementRelevant university degree in Economics, Banking and Finance, preferred. A master’s degree is advantageous
Minimum Professional Experience
  • Advanced relevant academic degree.
  • At least 5 years of relevant experience focusing on working in banking and/or lending to private sector enterprises.
  • Preferably 5 years of applied experience in financial product development, ideally in manufacturing sectors (wood and food processing, and ICT).
  • Demonstrable experience in advising senior management and staff on financial matters.
  • Demonstrable experience in preparing and delivering trainings and coaching session to various audiences.
  • Previous exposure to financial products and institutions supporting manufacturing companies, among others, preferred.
  • Experience in implementing activities supporting development assistance projects, preferred.
  • Demonstrated organizational, reporting and communications capacities.
Period of PerformanceOctober 2022 – July 2023
Supervisor(s)The work of the selected Expert will be closely reviewed and evaluated by KCGF. USAID Compete’s Diversified Finance Expert will conduct overall technical supervision, in close coordination with KCGF, and ensure the required outputs are delivered on time and at the required quality.
ReportingAt least a monthly progress report will be required for submission to KCGF and USAID Compete. Other more frequent or ad-hoc reporting to both KCGF and USAID Compete may also be required on a need basis. These reports should state the progress towards agreed outputs, including inputs for USAID reporting, when needed.
