Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.

The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Manager, Human Resources of MCA-Kosovo Entity.

Position Summary

Under the direct supervision of the Director, Administration and Finance, the Manager, Human Resources is responsible for the execution of recruitments, adapting MCA’s human resources policies to the applicable requirements and organizational needs, and managing the Human Resources-related function at MCA-Kosovo. The position is based in Pristina, Kosovo.

Duties and Responsibilities

  1. Determine the Human Resources, recruitment and staffing requirements of MCA-Kosovo to inform planning, budgeting, and implementation of activities.
  2. Develop the MCA Kosovo HR manual with the guidance of the Director of Administration and Finance.
  3. Oversee provision of HR support services in the areas of recruitment, compensation and benefits administration, and performance management, and ensure these are responsive to the needs of the MCA teams and able to strengthen their capacity.
  4. Develop processes for induction/onboarding, training, and evaluating employee performance, consistent with MCA and MCC policies and practices.
  5. Advise the HR Specialist on optimal approaches for addressing service needs and remedial measures to address issues and improve provision of service delivery.
  6. Advise managers and staff on guidelines, timelines, and procedures regarding the provision of HR services to build an informed basis for interactions and to support smooth and sustained operation.
  7. Guide managers and staff on the range of HR on job evaluation, compensation, and performance management practices to strengthen the integrity of human resource standards and consistency of understanding.
  8. Examine delivery of human resources services (recruitment, staffing plan, performance management and human resources policies) for conformity with MCC/MCA human resources standards, compliance with Kosovar labor law, and alignment to Compact needs.

Required Knowledge and Skills

  • Bachelor’s degree in Business Administration, Human Resources, Management or other related fields;
  • Minimum of five (5) years’ experience in executing HR functions, delivery of workforce management services and administering other HR processes.
  • Demonstrated ability to interpret and apply current Kosovan labor and employment practices, standards, regulations and laws;
  • Fluency in English and Albanian.

Preferred background and work experience:

  • Experience in all facets of human resources services, including recruitment, training, performance management, benefits, and policies;
  • Experience leading teams and working in Human Resources in the fields of renewable energy, higher education or workforce development;
  • Fluency in another official language of Kosovo (Serbo-Croatian or other).
