DT Global was recently awarded the 5-year USAID funded-Investment Promotion and Access to Finance Activity in Kosovo. This program aims to strengthen the private sector’s capacity to deliver sustainable economic growth through two mutually re-enforcing objectives: 1) investment promotion and attraction; and 2) increased access and utilization of diversified finance. DT Global will apply a market systems development (MSD) approach to attract greater investment and increase access to finance in Kosovo. By achieving these two objectives, the Activity will strengthen the resiliency of the private sector, create productive jobs, increase exports, and enable firms to adopt new technologies and business practices.
Position Summary:
The Legal and Regulatory Reform Lead reports to the DCOP and guides government institutions and other relevant actors to develop a comprehensive enabling legal and regulatory framework that both incentivizes investors to direct capital to Kosovo, as well as facilitates diversification of available financial products.
Primary Responsibilities:
- Oversees activities focused on improving the legal/regulatory framework, strengthening policy standards and protocols for execution, policy enforcement, and accountability for improved market regulations.
- Build linkages, feedback loops, and dialogue between the private sector and Government of Kosovo to improve the investment climate and access to finance.
- Works through and with Government of Kosovo (GOK) institutions, as well as other relevant actors, to develop and reform laws, regulations, strategies, and policies that seek to alleviate key constraints that deter investors from investing in Kosovo.
- Supports the GOK to develop a legal and regulatory framework that enables both supply of and demand for diversified financial instruments.
Education and Minimum Qualifications:
- Minimum education: Bachelor’s degree in a relevant field
- Preferred education: Master’s degree in a relevant field
- Minimum of 6-10 years of experience in relevant field
- Experience leading programs of similar size and scope required; USAID experienced preferred.
- Excellent written and oral communications skills required.
- Fluency in English required; Proficiency in Albanian desirable.
