Chemonics International seeks a Communications/MEL Specialist for the U.S. Agency for International Development (USAID)-funded Kosovo e-Governance (KeG) Activity. The purpose of this Activity is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo (GoK), by clarifying institutional roles and processes, strengthening institutional capacity to deliver services, and engaging civil society and the private sector. The activity will set a direction that will accelerate the transformation into an agile digital government, which ensures that Kosovans receive high-quality, efficient, and accessible government services. Position Description:

The Communications/MEL Specialist will be responsible for raising awareness about and reporting on KeG program successes as well as for developing and implementing MEL activities for the program.

Responsibilities (Communications): 

  • Implement a comprehensive communications strategy for the KeG Activity that will set content and quality standards for all project materials and outreach including identifying, preparing, and disseminating core messages, results, and successes to target audiences.
  • Work with project team members to develop communications activities which support the implementation of their components.
  • Prepare and oversee testing of communications messages, materials, and programs to ensure the project reaches its strategic communications goals/target audiences; monitor the impact of public awareness/communications activities.
  • Help identify and manage primary contacts with the media and local communication channels.
  • Draft communications products and deliverables including but not limited to annual work plans, success stories, quarterly reports, and annual reports.
  • In consultation with USAID and project staff, create project materials and templates as needed.
  • Other duties as assigned by supervisor.

Responsibilities (MEL):

  • Oversee the design and implementation of the KeG MEL Plan, including the approach for collecting, evaluating, and validating data to measure overall progress towards target indicators.
  • Refine performance indicators and establish baselines and targets for output, outcome, and impact level monitoring, as well as benchmarks for performance over the life of the task order.
  • Document challenges, lessons learned, results indicators, and other data unique to KeG and organize information sharing on results, findings, approaches, best practices, and lessons learned.
  • Build capacity of staff in data collection and data quality assurance methods.
  • Create, organize, and coordinate MEL reports.
  • Other duties as assigned by supervisor.

Qualifications:  

  • University degree in communications, journalism, international development, social work, gender, social science, or related field.
  • Minimum (3) years of relevant experience with monitoring and evaluation functions and public relations and outreach, preferably for donor funded projects; USAID experience strongly preferred.
  • Excellent administrative, organizational and multi-tasking skills.
  • Proficiency using Microsoft Word, Excel, PowerPoint, and Outlook; knowledge of Adobe InDesign and Photoshop a plus.
  • Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
  • Excellent communication, writing, and interpersonal skills.
  • Demonstrated leadership, versatility, and integrity.
  • Proficient written and oral English required.
