JOB DESCRIPTION AND STATEMENT OF WORK

USAID Compete Activity is a five year, $16.4M project which aims to facilitate the private sector’s improved competitiveness in local, regional and global markets. USAID Compete Activity works to empower firms, organizations and institutions to improve market systems in key focus. USAID Compete Activity focuses in three key export-oriented sectors of wood processing, food processing and Information and Communications Technology, to sustainable increase their competitiveness. By working to address constraints across the market system of its focus sectors, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and growth and private sector increased ability to engage in local, regional and international markets. The expected results of USAID Compete Activity across all its three sectors are: 1) Market systems are strengthened to increase sector competitiveness; and 2) market actors within those market systems are more productive and competitive.

USAID Compete Activity is recruiting for the following position on the project:

Name of PositionMonitoring, Evaluation and Learning (MEL) Manager

General Responsibilities

The position is responsible for managing all information related to the performance of the USAID Compete Activity relative to its contractual objectives. The position will prepare and oversee the MELP and maintain the Activity’s database, where all quantitative information on stakeholders, activities and results are stored. It will also be responsible for managing the implementation of all surveys, focus groups, and researches related to project performance. The MEL Manager will also facilitate any and all third party evaluations of Compete’s performance. The MEL Manager will capture lessons learned to inform the activity’s technical and Collaborating, Learning and Adapting (CLA) approach.
Specific Tasks and Responsibilities
  • Provide overall vision, leadership and guidance of the Project’s Monitoring, Learning and Evaluation plan approach for project staff;
  • Set up operational arrangements for collecting, analysing, and reporting project data;
  • Track and analyse project indicators (MELP) and other useful statistics and prepare timely reports;
  • Lead evaluations, selected research activities and provide input into the market systems and constraints analysis and sector action plans with specific guidance on proposed indicators;
  • Leverage a mix of informational sources and research methods – project M&E and other partner (stakeholders) data, observations from staff and partners (industry companies), market research - to (i) analyze project progress towards goals and learning objectives, (ii) communicate those findings both externally (e.g. to stakeholders, USAID) and internally (e.g. to project staff), and (iii) apply that learning into improved work-planning and project activities;
  • Assist CoP and DCoP in implementing an adaptive management style which will allow the project to review activities and abandon, modify, or redefine them in order to achieve the desired outcomes as part of the Project’s CLA approach;
  • Facilitate the process of project learning to ensure knowledge and learning is effectively shared and applied throughout the activity’s activities;
  • Work directly with the functional team leads to plan, design, and or/manage specific CLA strategies and activities, such as supporting incorporation of technical, contextual and experiential learning into technical strategies, interventions, and processes;
  • Participate in senior management planning meetings, and provide analytical feedback and support to inform technical decisions by senior management and the functional team leads;
  • Provide input for quarterly and annual reports, and assist in the preparation of the annual work plans.
Minimum Education RequirementRelevant undergraduate university degree in economics or other relevant field
Minimum Professional Experience
  • Training and expertise collecting, deciphering, and analyzing data.
  • Possesses quantitative and qualitative analysis skills and expertise developing and monitoring MEL plans with relevant indicators
  • 5 years professional experience in private sector development and competitiveness related economic growth donor funded programs
  • Expert knowledge of information management software adequate for presentation, maintenance, and reporting
  • Experience in team working environments with ability to motivate needed action of staff associates
  • Knowledge of USAID strategic goals for Kosovo and their operating methodologies
  • Strong conceptual and communications skills in verbal presentations and writing, in both local languages and in English.
