USAID Kosovo Compete Activity

JOB DESCRIPTION AND STATEMENT OF WORK

Cardno is a professional infrastructure and environmental services company, with expertise in the development and improvement of physical and social infrastructure for communities around the world. Cardno is implementing a USAID funded project in Kosovo and is looking for qualified individuals to join our Kosovo-based team.

Project description

USAID has awarded Cardno a five year, $12.4M project (“USAID Compete Activity”), to facilitate the private sector’s improved competitiveness in local, regional and global markets. Through USAID Compete Activity, Cardno works to empower firms, organizations and institutions to improve market systems in key focus. USAID Compete Activity focuses in three key export-oriented sectors of wood processing, food processing and Information and Communications Technology, to sustainable increase their competitiveness. By working to address constraints across the market system of its focus sectors, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and growth and private sector increased ability to engage in local, regional and international markets. The expected results of USAID Compete Activity across all its three sectors are: 1) Market systems are strengthened to increase sector competitiveness; and 2) market actors within those market systems are more productive and competitive.

USAID Compete Activity is recruiting for the following position on the project:

Name of PositionOperations and Finance Director

General Responsibilities

 

The position is responsible for all administrative functions of the Activity, including supervision and execution with staff of office management, financial management, logistics, events planning and coordination, personnel, payroll, premises, vehicles and drivers, office equipment and furniture, office supplies, and procurement of outside professional and business support services such as translation, legal, accounting, printing and transport. The position is responsible for ensuring compliance with all relevant USAID regulations as well as Cardno internal procedures, including proper record-keeping for all documents related to its responsibilities. The Operations and Finance Director will also manage logistical aspects of Compete events and will have co-responsibility for ensuring compliance with the Compete Branding and Marking Plan.
Specific Tasks and Responsibilities  

    1.       Human Resource Management

  • Manage the process of local contracts for professional and operations local staff in close coordination with COP and DCOP
  • Monitor/enforce staff timesheet procedures, collect validate and pre-approve time sheets from local staff for COP (or his designee) approval and signoff
  • Personnel management, including payroll and STTA tracking
  • Ensure compliance with Cardno Field Office Personnel Manual and all relevant USAID regulations and procedures
  • Assist in selection of operations staff

    2.       Office Operations

  • Establish secure filing system
  • Secure and maintain premises and office equipment
  • Coordinate meetings for project staff and visiting technical advisors with guidance from COP and DCOP
  • Organize transport and accommodations as required
  • Coordinate with the home office to obtain all USAID-required travel approvals
  • Oversee IT service provider to make sure that the system is working efficiently and that the system is adequately backed up
  • Ensure compliance with Cardno Field Office Operations Manual and all relevant USAID regulations and procedures.

    3.       Support to Technical Activities

  • Manage event organizations on technical and communications activities as advised by COP and DCOP
  • Organize appointments and manage logistics with counterparts, ministries and stakeholders
  • Coordinate logistics for Compete project events
  • Identify and manage engagement of translators and interpreters for technical translations and interpreting
  • Facilitate and track expat STTAs on assignment for Compete in Kosovo, serve as field office point of contract

    4.       Supervise Financial Management

  • Mentor and work with Finance Manage to ensure compliance with all Cardno and USAID procedures for accurately tracking and recording field office financial disbursements
  • Supervise preparation of financial and tax-related reports to the Government of Kosovo agencies as required
  • Review and validate all disbursements posted for payment by the Finance Manager prior to COP or DCOP approval and final payment authorization

    5.       Manage Office Procurements

  • Organize the annual procurement process
  • Initiate and vet office procurements
  • Supervise the purchasing, procurement and where relevant labelling of supplies and equipment
  • Maintain accurate and complete inventory records for project equipment
  • Obtain and document competitive bids

    6.       Manage administrative assistant, drive and interns

  • Work with the support staff on support related tasks such as ordering office supplies, generate wire transfers, making travel arrangements, and maintaining a secure filing system. Mentor and provide professional advice and guidance over the duration of the project.

    7.       Other

  • Facilitate project cooperation with internal and external performance and financial audits
  • Assist with Compete start up including managing any operational requirements
  • Ensure project compliance with USAID branding and marking regulations
  • Other operational management duties as assigned by the COP, DCOP, and the Cardno Home Office Project Management Team
Minimum Education RequirementUndergraduate degree or higher in finance, accounting or other relevant field
Minimum Professional Experience/Capabilities
  • 8+ years of relevant experience in operational management working on donor-funded programs, preferably USAID-funded programs
  • Excellent computer skills and proficiency in Microsoft Office applications (e.g. PowerPoint, Word, and Excel);
  • Strong organizational and analytical skills
  • Experience with human resource management, familiarity with local labor requirements
  • Experience managing databases, familiarity with QuickBooks is preferred
  • A forward-thinking and pro-active approach to working;
  • A positive, friendly, professional, can-do attitude and appearance in serving as a representative of the project and in all interactions with colleagues within the office;
  • Ability to bring assignments to a successful completion;
