Digitalisation Advisor

The overall purpose of the post

Acting on behalf of the German Government, the Project ‘Support to EU-Integration Reform Processes in Kosovo’ contributes to the implementation of the Stabilisation and Association Agreement (SAA) and the EU accession process of Kosovo. It builds upon three previous projects: ‘Support to the European Integration Process, ‘Legal and Administrative Reform,’ and ‘Good Financial Governance in Kosovo’. The overall objective of the project is to support the Government of Kosovo in strengthening its public administration to implement EU-related reforms in areas of harmonised policy implementation with the SAA, administrative enforcement, access to justice, and environmental governance.

The joint co-financed Multi-Donor Action by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ), which will be implemented by GIZ, will support the public administration of Kosovo to implement administrative burden reduction agenda. The objective is to improve coordination, deregulate and promote digital approaches to better service delivery for businesses and citizens.

The Digitalisation Advisor will be in charge of providing technical advice and organisational support to the selected partner institutions for strengthening digital competencies, processes, and systems for administrative burden reduction by implementing international good practices of digital service delivery. If required, the Digitalisation Advisor may share their working time between GIZ and beneficiary institutions.

Main tasks and responsibilities

The Digitalisation Advisor will be responsible for:

  • Ensure effective project management cycle of the digital aspects of the activities, by developing the efficient workflow of various project processes, while tracking the projects’ progress through regular monitoring, evaluation, and reporting
  • Provide technical expertise to the project team and implementing partners on government digital transformation, including technology, IT infrastructure, digitalisation of administrative services, and capacity-building interventions.

The Digitalisation Advisor will be responsible for the following tasks:

Project implementation:

  • Planning, managing, and coordinating the implementation of relevant digitalisation activities based on the project outputs, including oversight and guidance of external service providers and experts to achieve project results
  • Develop comprehensive project work plans, monitoring the progress of implementation of activities, including monitoring of the financial resources to ensure the accuracy and reliability of reports
  • Support implementation of project activities, including drafting TORs, technical specifications, estimation of costs, and technical assessments of offers as needed
  • Coordinate closely with the project team and partners to align the implementation of digital activities and IT business process workflows with legal and regulatory simplification processes
  • Ensure adherence of project activities to the existing financial, procurement, and administrative processes, that are in line with GIZ regulations
  • Identify further needs of the selected partner institution with the project activities and outputs, develop concepts and provide procedural and technical advice for further development of certain processes
  • Identify and asses capacity building needs of partner institutions and support the development of concrete capacity-building measures and interventions
  • Provide reports and state of play to the project and partners and inform regularly if any actions need to be undertaken.

Technical Implementation;

  • Provide professional and technical expertise on the digital transformation of the government of Kosovo, including diagnosing IT issues related to data infrastructure and IT systems for gaps, technical limitations;
  • Identify digital transformative opportunities to support the implementation of digital service delivery in line with Kosovo’s strategic and priority documents and programs such as the Administrative Burden Reduction Programme, Digital Agenda, E-Governance Strategy, etc
  • Assess the feasibility of identified opportunities for the digitalisation of services by various public institutions and integrating them into e-Kosova, including improvements in the operational and technical aspects, and taking into account ICT infrastructure, integration of business process workflows, and other potential interventions for the successful rollout of each opportunity
  • Provide expert input and support to partners and institutions to further strengthen and promote the interoperability process between registries and institutions, following the principles of "once only", "personalisation" and "digital by default"
  • Oversee project deliverable quality assurance and verify improvements of implemented digital activities from external service providers and experts to achieve expected results
  • Ensure sustainability of implemented digital activities.

Networking and coordination

  • Maintain productive relationships with project partners, including the Office of the Prime Minister (OPM), Agency for Information Society (ASHI), and other relevant public institutions, to ensure effective collaboration and ownership during all phases of project implementation
  • Proactively engages and facilitates communication with and among relevant institutional partners, both at the central and local levels.

Required qualifications, competencies and experience

Qualifications

  • A University degree in Computer Science, Computer Engineering, Information Systems, or a similar field is required; An advanced university degree is preferred.
  • IT project management-related certification, will be an advantage

Professional experience

  • A minimum of 5 years of relevant professional experience in digital transformation projects, network administration, and/or application development
  • Experience in analysing, designing, and deploying software solutions that meet the highest IT security and data protection standards.

Other knowledge, additional competences

  • Experience working with the public sector
  • Proven knowledge of data exchange systems, such as Government Gateway and similar systems
  • Experience in working with inter-operability platforms in the public sector
  • Experience working with the Agency for Information Society (ASHI), e-Kosova Platform, is an asset
  • Familiarity with and extensive ability to network with key stakeholders and government officials
  • Ability to deliver under tight deadlines
  • Excellent communication and advisory skills
  • Good knowledge of English; knowledge of German is an added value.
