JOB DESCRIPTION AND STATEMENT OF WORK

USAID Compete Activity is a five year, $16.4M project which aims to facilitate the private sector’s improved competitiveness in local, regional and global markets. USAID Compete Activity works to empower firms, organizations and institutions to improve market systems in key focus. USAID Compete Activity focuses in three key export-oriented sectors of wood processing, food processing and Information and Communications Technology, to sustainable increase their competitiveness. By working to address constraints across the market system of its focus sectors, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and growth and private sector increased ability to engage in local, regional and international markets. The expected results of USAID Compete Activity across all its three sectors are: 1) Market systems are strengthened to increase sector competitiveness; and 2) market actors within those market systems are more productive and competitive.

USAID Compete Activity is recruiting for the following position on the project:

Name of PositionStrategic Communications Manager

General Responsibilities

The position is responsible for managing all USAID Compete Activity communications, both internally to USAID, and publicly, in close coordination and with the approval of the USAID communications function. The position will prepare for USAID review and approval a wide range of success stories, talking points, press releases, and will coordinate with USAID on media coverage of all USAID Compete Activity public events. The manager will oversee and manage the USAID Compete Activity social platforms such as Facebook that can promote USAID Compete Activity and improve its outreach and effectiveness. The communications position also shares responsibility for ensuring compliance with USAID marking and branding policies and regulations.
Specific Tasks and Responsibilities
  • Together with technical teams, manage the preparation of annual work plans for communication, and the subsequent development of implementing action plans.
  • In coordination with the USAID DOC, maximize appropriate public awareness of Compete’s activities and development impact;
  • Draft all project public communications documents and ensure review and approval by the USAID DOC prior to any public release;
  • Manage media and public communications aspects of all of Compete’s public events, including timely coordination of VIP scheduling at appropriate events, agenda and timing, scene-setters, talking points etc.;
  • Supervise and administer Compete’s social communications platforms;
  • Supervise and ensure Compete’s adherence to USAID branding and marking requirements;
  • Ensure proper implementation and record-keeping for all communications, including those involving Grants and Subcontracts;
  • Review and revise reports to be submitted to USAID.
  • Plan and contribute to institutional and professional capacity-building in the areas of communications in USAID Compete Activity implementing partners.
Minimum Education Requirement
  • Relevant university degree in a field related to communications, marketing, journalism, public affairs, or similar areas.
Minimum Professional Experience
  • Three (3) of relevant professional experience in communications, public relations and/or marketing functions.
  • Demonstrated experience in handling strategic communication functions including branding and marking requirements, managing events, and publications for public and private sector stakeholders
  • Ability to lead, motivate, and facilitate group action
  • Knowledge of USAID strategic goals for Kosovo and their operating methodologies
  • Ability to organize and oversee the work of outside service providers and implementing partners
  • Strong training skills
  • Strong conceptual and communications skills in verbal presentations and writing, in English and Albanian, and preferably in Serbian
