JOB DESCRIPTION AND STATEMENT OF WORK
USAID Compete Activity is a five year, $16.4M project which aims to facilitate the private sector’s improved competitiveness in local, regional and global markets. USAID Compete Activity works to empower firms, organizations and institutions to improve market systems in key focus. USAID Compete Activity focuses in three key export-oriented sectors of wood processing, food processing and Information and Communications Technology, to sustainable increase their competitiveness. By working to address constraints across the market system of its focus sectors, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and growth and private sector increased ability to engage in local, regional and international markets. The expected results of USAID Compete Activity across all its three sectors are: 1) Market systems are strengthened to increase sector competitiveness; and 2) market actors within those market systems are more productive and competitive.
The Activity is recruiting for the following position on the Project:
Name of Position: Grants Assistant
General Responsibilities
The Grants Assistant has primary responsibility to provide daily support to the Grants and Subcontracts Manager. The Grants Assistant will assist the Grants and Subcontracts Manager in ensuring that all procurements and grants are provided in full compliance with applicable Federal Acquisition Regulations and other USAID rules contained in relevant Automated Directives System documents, and in Compete Activity Operations Manual and Grants Manual. The position helps maintain complete files of all documents evidencing compliance with these rules, regulations, and procedures.
Specific Tasks and Responsibilities Grants Responsibilities:
- Organize and file all completed documentary records on all grants and procurements as required by Grants and Subcontracts Manager;
- Keep records of all grants disbursed;
- Serve as a support for Grants and Subcontracts Manager on maintaining a database with comprehensive and detailed information on every individual procurement and grant;
- Serve as help for Grants and Subcontracts Manager on advising technical staff as to procurement and grants requirements.
- Serve as a researcher for potential grant beneficiaries required equipment’s/facilities.
- Serve as help for Grants and Subcontracts Manager for potential beneficiaries screening.
- Organize and maintain electronic and paper files of grant documents.
- Records receipt of grantee reports in grants database.
- Produce reports including grant activity reports, grant disbursement reports, and other reports as needed for the senior management, and program teams.
- Support Grants and Subcontracts Manager with administrative tasks related to compliance, generating grant documents, and mailing grant agreements.
- Field visits to the grant beneficiaries, as required.
- Other tasks as per requirements of Grants and Subcontracts Manager.
- Deliverables, Outputs, and Outcomes
- Comprehensive and well-organized grants files and documentation for all grants including procurements with all requirements of the Operations Manual, Grants Manual, and all USAID requirements.
- Well-maintained detailed database of all procurements and grants.
- Grant activity reports and other ad hoc reports as required for grants and procurements.
Minimum Education Requirement: University Degree required
Minimum Professional Experience/Capabilities
- Language Skills - Level III English capability required.
- Interpersonal Skills - Strong interpersonal skills in the context of dealing with expatriate and Kosovo staff members, as well as with USAID, business, and host-country government officials.
- Self-Motivation and Guidance - Demonstrate initiative and self-motivation in handling all assigned tasks as required.
- Experience providing administrative support services in an office setting, USAID experience preferred.
- Experience with grants management, USAID experience preferred.
Period of Performance: January 2024 - August 2025
Level of Effort: 100%, full-time (260 days per year)
