Scope of Work

Description of project

USAID has awarded DT Global a five-year contract to promote resilient, self-sustaining market systems, and to facilitate the private sector’s improved competitiveness in local, regional, and global markets. Through USAID Compete Activity, DT Global works to empower firms, organizations, and institutions to improve market systems in its focus sectors. USAID Compete seeks to sustainably improve competitiveness in three key export-oriented sectors of Information and Communications Technologies (ICT), wood processing (including in the modular homes subsector), and food processing. By working to address sector constraints, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and private sector increased ability to engage in local, regional, and international markets. The expected results of USAID Compete across all three sectors are: 1) market systems are strengthened to increase sector competitiveness; and 2) market actors within those market systems are more productive and competitive.

Background of the assignment

USAID Compete has partnered with the Ministry of Foreign Affairs and Diaspora (hereinafter “MFAD”) to support the strengthening of economic and commercial diplomacy of Kosovo. In October 2022, USAID Compete signed a Memorandum of Understanding with MFAD which envisages, inter alia, support to develop a sound concept that would support MFAD and other government actors to implement actions on economic and commercial diplomacy. For this reason, USAID Compete is seeking to recruit an expert that would support MFAD and related government partners to develop an effective and actionable concept on economic and commercial diplomacy.

Name of Position	Expert to support MFAD to prepare a concept on economic and commercial diplomacy in Kosovo (hereinafter “Expert”)
General Responsibilities	The general responsibilities of the Expert are: Develop the concept of economic and commercial diplomacy for a 3-year period. The concept should be contextualized to sectors that have the greatest potential for export and can also attract Foreign Direct Investment (FDI). The Expert shall tailor the concept to competitive, export-oriented sectors which are also capable of attracting investments, including recommendations that are based on an assessment of supply capacities of businesses for exportable products and their ability to attract FDI.
Specific Tasks and Responsibilities	The specific tasks of the Expert are: Conduct the needed desk research regarding international best practices on economic and commercial diplomacy. Propose and agree the approach with MFAD on drafting the concept, including on key stakeholders’ involvement. Define the vision, scope, actions, targets, timeline, and milestones of the concept on economic and commercial diplomacy for a 3 year period. Clarify the institutional roles of various government entities, but also private sector and civil society actors. Propose a functional organizational steering structure on economic and commercial diplomacy (preparation of a concept document working group with members from the public and private sector). Support MFAD to facilitate a series of consultations with stakeholders through meetings. Conduct other relevant assigned tasks within the framework of the assignment, as guided by USAID Compete and MFAD.
Key Deliverables	Compilation of a concept for economic and commercial diplomacy, based on the parameters defined by MFAD. Concept drafting workshops delivered. Validation workshops with key stakeholders held. Action plan for the next 3 year period delivered.
Minimum Education Requirement	Relevant university degree (preferable in economics, trade, international or business)
Minimum Professional Experience	Minimum 5 years of relevant experience that is relevant to economic and commercial diplomacy, Sufficient knowledge on international trade (WTO, UNCTAD ITC). Substantial experience in in developing strategic documents. Strong conceptual and communications skills in verbal presentations and writing in English language. Strong drafting skills. Strong interpersonal skills and exceptional ability to motivate teams. Strong relationship-building skills. Demonstrated ability to communicate, negotiate and partner with different partners, from public and private sector, and other possible stakeholders. Prior experience and knowledge of donor funded program activities is desirable
Period of Performance	December 2022 – March 2023
Reporting	The Expert is required to submit regular/weekly reporting to USAID Compete on key activities for the week and the progress toward the main agreed deliverables.
