
Call for Expression of Interest (EOI) for External Evaluation of the Project

1. Background
Solidar Suisse, in partnership with the Kosovar Gender Studies Center (KGSC), has been implementing the three-year EU-funded project “Preventing Gender-Based Violence through Education and Awareness Raising”. The project seeks to improve human rights standards in Kosovar by preventing and countering all forms of gender-based violence (GBV) through education, awareness raising, capacity building of local institutions, and strengthening of Municipal Coordination Mechanisms on Protection from Domestic Violence.
In line with EU requirements and best practices, an independent external evaluation will be conducted at the end of the project to assess its overall impact, capture lessons learned, and provide recommendations for sustainability and future programming.
2. Objectives of the Evaluation
The evaluation aims to:
- Assess the relevance, efficiency, effectiveness, impact, and sustainability of the project.
- Examine the extent to which the project objectives have been achieved.
- Analyze the project’s contribution to strengthening institutional mechanisms and raising community awareness on GBV.
- Identify lessons learned and best practices.
- Provide actionable recommendations for donors, implementers, and stakeholders for future initiatives.
3. Scope of Work and Key Evaluation Questions
The evaluator/evaluation team will:
- Review project documentation (application form, logframe, progress reports, communication materials).
- Collect and analyze quantitative and qualitative data, including baseline and end line surveys.
- Conduct interviews and focus groups with stakeholders (students, teachers, local authorities, municipal mechanisms, CSOs, media, and project partners).
- Benchmark project results against initial objectives and EU standards.
All data collection must respect principles of confidentiality, informed consent, and do no harm, particularly when engaging with survivors of GBV or vulnerable groups.
4. Deliverables and Timeline
The evaluator/evaluation team is expected to provide:
- Inception Report (5–7 pages): methodology, tools, and work plan – within 2 weeks of contract signature.
- Draft Evaluation Report: including preliminary findings – by mid-evaluation period.
- Final Evaluation Report (approx. 30 pages, excluding annexes): including executive summary, findings, conclusions, lessons learned, and recommendations – by the end of the contract period.

Evaluation period: November – December 2025

5. Required Qualifications
- Proven expertise in evaluating EU-funded projects.
- Experience in human rights, gender equality, and GBV prevention programs.
- Excellent analytical, research, and writing skills.
- Fluency in English (knowledge of Albanian and/or Serbian is an asset).
6. Application Procedure
