Dexis Consulting Group, implementer for the USAID-funded Kosovo Commercial Justice Activity (Program), is seeking a senior level leader to serve as Deputy Chief of Party (DCOP) of the Program. The Program is a multi-year initiative to reduce opportunities for economic corruption and improve the public’s and commercial sector’s perception of the business environment by improving commercial dispute resolution and enforcement and fostering an understanding of the processes that enhance investment and promote economic growth in Kosovo.
The Program is organized into two objective areas. Objective 1: Strengthening Kosovo’s capacity to resolve commercial disputes and enforce judgements; and Objective 2: Enhance commercial law and the use of alternative dispute mechanisms, improve public awareness and legal literacy, and – as a cross cutting component – improve public communications and outreach efforts including an internship program.
To achieve its objectives, the Program supports reforms on core aspects of Kosovo’s commercial justice environment: 1) improving how courts resolve commercial disputes; 2) strengthening the capacity and readiness of judges and court staff to handle commercial disputes effectively; 3) building the accountability, reliability, and professionalism of Kosovo’s private enforcement system; 4) expanding the availability of, and reliance on, alternative dispute resolution (ADR) mechanisms; 5) enhancing and harmonizing commercial legislation; 6) building the capacity of commercial justice institutions to communicate effectively; and, fundamentally, 7) improving business and general public perceptions of commercial justice in Kosovo.
With the passage, in January 2022, of the Law on the Commercial Court, the Program also supports the Kosovo Judicial Council (KJC) in functionalizing the Commercial Court. The new court will adjudicate Kosovo’s commercial cases and commercial-related administrative cases.
As an employee of Dexis Consulting Group, the DCOP will work closely with Program team members in designing, planning, implementing, and reporting on activities. The DCOP will deal with a diverse group of local and international partner institutions, consultants, subcontractors, and experts at all levels and will ensure all are treated in a professional and courteous manner.
Final decision on this position will be subject to USAID approval.
Responsibilities of the DCOP
- Support the COP in all aspects of Commercial Justice activity management
- Serve as Acting COP as needed; and be responsible for supporting work planning, and reporting, as well as STTA planning
- The DCOP will coordinate weekly program management meetings to facilitate sharing of information and collaboration on progress toward objectives, emerging opportunities, and changes in context
- The DCOP will also provide technical direction on Commercial Justice activity crosscutting interventions, including MEL, strategic communications, advocacy capacity building, and Commercial Justice activity internship program
- The DCOP will directly supervise the Strategic Communications Specialist, MEL Specialist and the Automation Development Manager
- Support the COP in managing relationships with key counterparts (Ministry of Justice, Kosovo Judicial Council, Academy of Justice, Chamber of Private Enforcement, American Chamber of Kosovo, Kosovo Chamber of Commerce, Mediation Chamber, other USAID programs, etc.)
Qualifications and Experience:
- At least seven years (preferred ten years) professional experience working in the area of rule of law, legal policy formation and advocacy, litigation, and/or legal education support
- A bachelor’s degree, or equivalent, is required, preferably in law or a closely related field
- At least five years (preferred seven years) of experience in similar judicial and/or legal reform projects is highly desired
- Prior experience as a proactive manager with strong reputation for developing excellent collaborative working relationships with counterparts, international organizations, and other donors is strongly preferred
- Strong communication skills and management skills
- Ability to work independently with minimal supervision
- Ability to work effectively and collaboratively in a team context and as a team leader
- Excellent organization and planning skills
- Strong language skills both written and oral in English and local languages
