IN THE FIELD CURRICULAR – EARLY CHILDHOOD
Background Information
Brief information on Internationaler Bund (IB):
With more than 14,000 employees, the Internationaler Bund (IB) is one of the largest service providers for youth, social and educational work in Germany. Our guiding principle is
"Strengthening Being Human". Internationally, the IB has a worldwide project management expertise of more than 10,000 successfully implemented programmes and projects in project design, project implementation, monitoring and evaluation for international donors.The project “Good Pedagogy, Good Education!” will be implemented by the IB within the framework of the “Partnership approaches for development-oriented Training and labour migration (PAM)” Program of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. be strengthened.
Brief information on the project
The Republic of Kosovo is one of the poorest countries in Europe and so far, only slightly integrated into the global economy. The employment rate is the lowest in Europe with 28.2%, out of which 13.3% are women and 43.0% are men. Youth unemployment stands at 48.9%. The challenges of young jobseekers have been exacerbated by the impact of the pandemic. At the same time, many vacancies in the private sector cannot be filled due to the lack of adequate skills required by the labour market. Insufficient employment opportunity of Kosovar youth causes a shortage of skilled labour and undermines the chances for economic growth in Kosovo.
The project is in line with strategies of German Federal Ministry for Economic Cooperation and Development (BMZ), with the aim of opening new perspectives for people in the partner countries as well as improving local living conditions. The project aims to build capacities based on European standards and new pedagogical concepts in the field of Early Childhood Education in Kosovo. Additionally, the cooperation between educational institutions in Kosovo and in Germany will be strengthened.
Scope of Work of the Expert and Deliverables
In regard to the activity of curriculum changes, IB aims to contract one local consultant/expert who could provide the expertise and support in the potential development of early childhood education curriculum in Kosovo based on the early childhood curriculum being currently implemented in Germany.
Data gathering and analysis:
- Hold meetings with Internationaler Bund (IB) They refer particularly to clarification of background and target groups, discussion of expectations, roles, tasks and deliverables, and coordination regarding time planning.
- Development of a methodology and an evaluation model including data collection for the comparative study.
- Conduct desk research to analyze data/information and existing documents as of legal framework in Kosovo regarding early childhood education curriculum and elementary and early childhood development plans/national draft of early childhood education curriculum under consideration of methodology/statistics.

Deliverables
- Submit methodology concept.
- Submitting evaluation of data early childhood curriculum inclusive a brief of explanations.
Identify best practices:
- Identify best practices and approaches, which currently are provided related to early childhood education curriculum in Kosovo.
- Exchange and comparison of the Kosovar and German curricula in cooperation with the IB –mainly the School of Social Professional and other stakeholder yet to be coordinated.
- Develop a general concept of proposal for early childhood education curriculum under consideration on the comparison of different curricula.
- Present and discuss the comparison, changes of the former concept and proposed concept with the stakeholders.
- Inform the client regularly about the status of your studies.
- Present your recommendation in a presentation.
- Participation on coordination meetings and a closing conference.
Deliverables
- Evaluation of best practices and approaches.
- Comparison report of the Kosovar and German curriculum of early childhood education
- Submitting a general concept of proposal in a report
- Presentation of changes in a presentation (power-point) and a report
- Formulate and present recommendations (power-point) and a report.
General requested Services
The tasks of the Expert are to be performed under the supervision of IB Kosovo and IB Organisation Units in Germany.
Collaboration and coordination with IB Kosovo and other relevant actors as for example IB School of social profession in Berlin.
During the process, the contractor shall regularly report on the state and progress of the tasks.
The consultant shall include the information collected through desk research and field visits and offer recommendations/practical guidelines for implementing the early childhood education curriculum. The working language is English; therefore, the draft and final draft module should be handed in English language.
If necessary, the consultant should be ready to moderate parts related to the curriculum in the coordination meetings as well as in the closing conference.
All forms and reports are subject to IB revision approval in written form.
Timeframe
The assignment will start at the 15th June 2023 and should be completed latest by 10th December 2023. The ISTE is contracted for a maximum of 39 working days to complete the assignment. The distribution of the days is as follows:

Qualifications of EXPERT - CURRICULA
General qualifications
- Education: Minimum Master’s degree, preferably in the field of education or education.
Professional experience:
- Experience: minimum 3 years of work experience or teaching in early childhood.
- Working experience with partners from different levels e.g., central, local, school level
- Other competencies required: Skills in developing and implementing curriculum concepts; excellent communications and cooperation skills; initiative and resourcefulness; good knowledge of education system, gender and cultural balance; high standard of professionalism.
