Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity, referred to as MCA-Kosovo, will be managed and supported by the Board of Directors and will be led by the MCA-Kosovo Chief Executive Officer (CEO).

The Headhunter Karriera LLC as the Recruitment Consultant is now recruiting for the position of the Chief Executive Officer (CEO) of MCA-Kosovo

Position Summary

Under the direct supervision of the Board of Directors, the Chief Executive Officer (CEO) is responsible for establishing MCA-Kosovo and managing its program and operational support functions, serving as the primary representative of the MCA to stakeholders, the MCA Board, and MCC. The position is based in Pristina, Kosovo.

Duties and Responsibilities

  1. Lead the establishment of MCA-Kosovo and serve as its primary representative to stakeholders, the Board of Directors and the MCC;
  2. In coordination with MCC, develop all strategies to ensure compact success;
  3. Direct the organizational strategy and bring together capacities and resources from project teams, supporting units, cross-cutting functions, consultants, and implementing agencies to deliver MCA-Kosovo’s mission;
  4. Oversee the recruitment of core staff and advise/lead/guide MCA-Kosovo’s senior management team;
  5. Advise the Board of Directors on the progress of projects and issues encountered. Facilitate cooperation, information sharing mutual accountability across MCA-Kosovo and MCC teams;
  6. Organize and align frameworks for program monitoring and evaluation, ensuring systems and capacities are in place for the program to achieve objectives within schedule;
  7. Ensure quality of program delivery by establishing quality standards aligned with the compact provisions and all MCC policies and procedures on the management of funds and personnel, fostering a culture with zero tolerance for fraud and corruption.

Targeted Specialized Knowledge and Skills

  • Advanced degree in Economics, Business Administration, Engineering, Public Administration or other related fields; (An MA, MBA, MSc, PhD, or other equivalent higher education degree)
  • Minimum of ten (10) years of professional and senior leadership experience in public or private regional or international organizations with proven expertise in public financial management, donor project management, or similar systems;
  • Fluency in English is essential to communicate in writing or speaking.

Preferred background and work experience:

  • Experience leading teams and working in the fields of renewable energy, higher education or workforce development;
  • Fluency in another official language of Kosovo (Serbo-Croatian or other);
  • Formal professional certification in Leadership, Project Management, and/or relevant field.
